Chief Executive's concluding remarks to media after economic summit

    Following is the translation of the concluding remarks by the Chief Executive, Mr Donald Tsang, at the press conference on the Economic Summit on "China's 11th Five-Year Plan and the Development of Hong Kong" at the Hong Kong Convention and Exhibition Centre this evening (September 11):


    First of all, I'd like to thank the Financial Secretary and the convenors of the four focus groups for reporting on their discussions this afternoon.


    The four focus groups have respectively recommended numerous strategic measures with great foresight and insight. To follow up, the focus groups will use what has been discussed today as the basis for further study of the recommendations in the coming three months. They will collect the views of experts, academics and industry through various channels if and when necessary. However, I have to stress that today's summit is merely the beginning of a tremendous project. More experts in the relevant fields will participate and carry out more comprehensive and in-depth studies and discussions in the coming few months. The preliminary consensus reached today provides a framework for further discussions at the next stage. Our goal is to come up with a pragmatic and feasible "action agenda" for the Government, academics, the business sector and the public. Therefore, in the next few months, the four focus groups will continuously modify and specify their preliminary conclusions today. They will submit to me by the end of this year, or the beginning of next year at the latest, an "action agenda" with detailed follow-up measures to be taken by the Government, the business sector, academics and public organisations concerned. The implementation of these measures and the timetable of completion should match the 11th Five-Year Plan period. In other words, the "action agenda" will be an important reference on economic strategy for the next five-year term of the SAR Government.


    I hope that every focus group can make an intermediate report by late October or early November, so that we can follow up accordingly and accomplish the goal of working out an "action agenda" at the end of this year.
