LegCo to debate motion on urging Government to eradicate "gutter oil" and take lead in supporting biodiesel

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting this Wednesday (March 27) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on urging the Government to eradicate "gutter oil" and take the lead in supporting biodiesel.

     The motion, to be moved by Mr Paul Tse, states: "That, this Council urges the SAR Government to prompt various government departments and public organisations consuming large quantities of diesel to take the lead in using biodiesel (B5) generated from used cooking oil recollected from food establishments in Hong Kong, so as to effectively eradicate the source material of 'gutter oil', and encourage and take practical actions to support local environmental protection industry on biodiesel."

     Mr Wong Kwok-hing, Mr Tommy Cheung and Mr Steven Ho will move separate amendments to Mr Tse's motion; while Mr Frankie Yick will move an amendment to Mr Wong's amendment.

     Members will also debate a motion on improving property management and operation of owners' corporations. The motion, to be moved by Dr Priscilla Leung, states: "That as for a long time, disputes over property management issues arise in quite a number of residential estates, with some owing to small property owners not being able to set up owners' corporations and others the lack of effective regulation over the operation of owners' corporations, which have led to incessant litigations and even rampant corruption and illegal practices, this Council urges the authorities to review the existing Building Management Ordinance in an endeavour to resolve disputes involving property management more reasonably and effectively."

     Mr Wong Kwok-hing, Ms Claudia Mo, Mr Christopher Chung and Mr Wu Chi-wai will move separate amendments to Dr Leung's motion.

     In addition, Mr Andrew Leung will move a motion under Rule 49E(2) of the LegCo Rules of Procedure. The motion states: "That this Council takes note of Report No. 13/12-13 of the House Committee laid on the Table of the Council on March 27, 2013 in relation to the subsidiary legislation and instrument(s) as listed below:

Securities and Futures (Contracts Limits and Reportable Positions) (Amendment) Rules 2013

Residential Properties (First-hand Sales) Ordinance (Commencement) Notice."

     On Bills, the Education (Amendment) Bill 2013 will be introduced into the Council for First and Second Readings. Debate on the Bills will be adjourned.

     During the meeting, Members will ask the Administration 20 questions on various policy areas, six of which require oral replies.
