Registered Fire Service Installation Contractor ordered by disciplinary board to be removed from register for four months

     The Fire Service Installations Contractors Disciplinary Board completed a disciplinary inquiry into the misconduct or negligence of Rich Engineering Limited, a Registered Fire Service Installations Contractor (RFSIC), under section 10(2)(a) of the Fire Service (Installation Contractors) Regulations (Cap. 95A) on March 16, and decided that disciplinary action should be imposed. The Board ordered that Rich Engineering be removed from the RFSIC register for a period of four months. The relevant decision and order were published in the Gazette (egazette.gld.gov.hk/pdf?type=egn&year=2026&volume=30&gno=26&notice_no=3795&extra=0) today (June 26), and the order took effect on the same day.

     The aforementioned case involves a Certificate of Fire Service Installation and Equipment issued by Rich Engineering on November 18, 2022, which was false or misleading in material particulars. The Certificate indicated that the sprinkler system of a shopping arcade conformed with the requirements of the Fire Services Department (FSD) during an annual inspection. However, the FSD found in an audit check that the flow switch of the system had been wrongly connected, and therefore a fire signal could not be triggered and the fire alarm could not be activated. The system in fact did not conform with the FSD's requirements. Subsequently, the FSD notified the Board under the provisions of the Fire Service (Installation Contractors) Regulations for its consideration of disciplinary action against Rich Engineering.

     An FSD spokesman said, "The FSD attaches great importance to the professional standards of Registered Fire Service Installations Contractors. In our proposed amendments to the Fire Services Ordinance (Chapter 95) and its relevant subsidiary legislation, recommendations include revamping the registration and disciplinary systems for contractors, and substantially increasing the penalties and criminal liabilities for various offences. Through a clear, reasonable and enforceable legal framework, we hope to assist all parties in fulfilling their responsibilities while simultaneously enhancing fire safety standards."
