Appointments to Committee on Professional Development of Teachers and Principals announced

Professor Tam Kar-yan has been appointed as the Chairperson of COTAP, and the three new members are Dr Alex Chu Kai-wing, Mr Vincent Kwong Wing-sun, and Mr Lam Man-kit.
In addition, six serving members, namely Ms Alison Chan Chi-yan, Mr Alan Chow Ping-yan, Dr Carrie Lam Ka-yee, Mr David Leung Yiu-fai, Mr Danny Shum Chun-yip, and Mr Addy Wong Wai-hung, have been reappointed.
The appointments will take effect on June 1, 2026, for a term of two years.
The Secretary for Education, Dr Choi Yuk-lin, said, "We are pleased that Professor Tam has accepted the invitation to serve as the Chairperson of COTAP. Professor Tam is the Vice-President for Administration and Business, and Chair Professor of Information Systems, Business Statistics and Operations Management at the Hong Kong University of Science and Technology. He has been actively involved in public service, notably through his six-year tenure as the Chairperson of the Curriculum Development Council and his service as an ex-officio member of the Education Commission. He is a renowned scholar. We are confident that, with his extensive experience in academic administration and education policy, Professor Tam will lead COTAP in advising the Government on matters related to the professional development of teachers and principals with a view to enhancing the quality of education in Hong Kong."
Dr Choi took the opportunity to thank the outgoing Chairperson of COTAP, Professor Alvin Leung Seung-ming. "He has been the Chairperson of COTAP since 2020. Under his remarkable leadership, COTAP has accomplished the Professional Ladder for Teachers and promoted a number of teacher training programmes. Moreover, COTAP has provided valuable and constructive advice on the strategic initiatives for digital education in Hong Kong and on the enhancement of the teacher registration mechanism."
She also expressed her heartfelt gratitude to the outgoing members, Ms Chan Yuk-yin, Mr Joseph Kung Kwong-pui and Mr Franky Poon Kai-cheung, for their valuable contributions to COTAP in the past years.
COTAP is an advisory body that advises the Government on policies and measures relating to the professional development of teachers and principals. It may, where necessary, conduct educational research and organise professional development programmes for the teaching profession.
