Commissioner of Customs and Excise attends review meeting with Guangdong Customs and launching ceremony of Guangxi-Guangdong-Hong Kong Single E-lock Scheme (with photos)

     The Commissioner of Customs and Excise, Mr Chan Tsz-tat, and the Director General of the Guangdong Sub-Administration of the General Administration of Customs of the People's Republic of China (GSAC), Ms Zhang Geping, today (March 26) led their respective delegations to attend the 2026 Review Meeting between the GSAC and Hong Kong Customs held in Guangzhou.

     The meeting reviewed the outcomes of co-operation across multiple fields between Guangdong and Hong Kong Customs. Both administrations also reached consensus on a series of co-operation plans and will focus on deepening collaboration in key areas, including facilitating customs clearance, anti-smuggling work, combating cross-boundary drug trafficking activities, protecting intellectual property rights, risk prevention and control and training staff, with an aim to better support the development of the Guangdong-Hong Kong-Macao Greater Bay Area and integrate into the overall national development.

     Separately, Mr Chan yesterday (March 25) also attended the launching ceremony of the Guangxi-Guangdong-Hong Kong Single E-lock Scheme (SELS) and the 10th anniversary of the SELS in Wuzhou, Guangxi. In his address, Mr Chan said that the official launch of the first Customs clearance point of the SELS in the Nanning Customs District would further enhance the vital roles of Hong Kong and Guangxi as regional logistics hubs, thereby achieving mutually beneficial trade outcomes for both places.

     At the event, the first transportation truck carrying transshipment goods departed from the first clearance point in the Nanning Customs District through the scheme, and arrived at the Kwai Ching Container Terminals via the Shenzhen Bay Control Point on the same night, where the goods were transshipped to overseas destinations. Hong Kong Customs and the Nanning Customs District also organised a promotion seminar to introduce the scheme to the logistics industry of Guangxi. Under the scheme, Guangxi-Guangdong-Hong Kong Customs can streamline the clearance process and expedite the flow of cargo transshipments by reducing duplicated inspections of the same consignments.

The launching ceremony of the Guangxi-Guangdong-Hong Kong Single E-lock Scheme (SELS) and the 10th anniversary of the SELS was officiated yesterday (March 25) by Member of the Standing Committee of the CPC Guangxi Zhuang Autonomous Region Committee and Vice Chairman of the People's Government of the Autonomous Region Ms Lu Xinning (centre); the Commissioner of Customs and Excise, Mr Chan Tsz-tat (second left); the Director General in the Nanning Customs District, Mr Wang Weibing (second right); the Deputy Director General of the Guangdong Sub-Administration of the General Administration of Customs of the People's Republic of China, Mr Feng Guoqing (first left); and the Mayor of the Wuzhou Municipal People's Government, Ms Tan Xiuhong (first right), in Wuzhou, Guangxi.
