EIA report for Technical Study on Partial Development of Fanling Golf Course Site - Feasibility Study approved with conditions

     In response to the application submitted by the Civil Engineering and Development Department (CEDD) under the Environmental Impact Assessment Ordinance (EIAO), the Director of Environmental Protection (DEP) today (May 11) approved the Environmental Impact Assessment (EIA) report on the Technical Study on Partial Development of Fanling Golf Course Site - Feasibility Study with conditions.
 
     An Environmental Protection Department (EPD) spokesman said that the approval was made after careful examination of the EIA report, EIA Study Brief (SB) and requirements of the EIAO Technical Memorandum (TM), and full consideration of the relevant comments on the environment from the Advisory Council on the Environment (ACE) as well as members of the public submitted under the EIAO during the public inspection period, and the submission of Additional Information by the CEDD.
 
     The DEP, in consultation with the relevant authorities under the TM, considered that the EIA report met the requirements of the SB and the TM. In response to the ACE's views on preservation of about 0.4 hectares of woodland within Sub-Area 1 and impact on tree preservation, landscape and visual aspects arising from the proposed housing development, the DEP decided to approve the EIA report with conditions under Section 8.(3) of the EIAO. The approval conditions include the submission of the following documents to the DEP for approval:

     i) Review and revise the detailed layout plan for housing development to preserve about 0.4 hectares of woodland in Sub-Area 1 as far as practicable; and
     ii) The Detailed Landscape and Visual Plan to minimise the impact on tree preservation, landscape and visual aspects arising from the proposed housing development.

     The spokesman stressed that the statutory EIA process aims at assessing the environmental impacts of the project, and recommending appropriate mitigation measures. The project proponent had to consider other relevant factors and comply with relevant legislation and procedural requirements before the project could proceed.

     The approved EIA report and the approval conditions have been uploaded to the EIAO website (www.epd.gov.hk/eia/english/register/aeiara/all.html). Members of the public may also visit the EIAO Register Office at 27th floor, Southorn Centre, Wan Chai, to inspect these documents.
