Dr Chan was the Chairman of the HKUST Council from 2002 to 2008, and has served as the Chairman of the HKUST Court since then. Over the past two decades, Dr Chan has made significant contributions in leading the HKUST's development. On the authorisation of the Chancellor, the Pro-Chancellor may exercise the powers and perform the duties of the Chancellor, including presiding at degree congregations.

The Secretary for Education, Dr Choi Yuk-lin, expressed her gratitude to the outgoing Council Chairman, Mr Andrew Liao. "Mr Liao has actively led HKUST in charting its strategic direction and enhancing its corporate governance, as well as spearheading the establishment of HKUST (Guangzhou). The successful commissioning of HKUST (Guangzhou) in September last year owes much to Mr Liao's efforts. I am confident that Mr Liao will lead the HKUST Court in providing valuable insight for HKUST's development to enable it to scale new heights," she said.

The CE has also appointed Professor Harry Shum to succeed Mr Andrew Liao as the Chairman of the HKUST Council for a term of three years with effect from March 6, 2023.

With his rich experience and eminent accomplishments in the field of scientific research, particularly in pooling the efforts of industry, academic and research sectors to commercialise research and development results as well as his extensive network in the Asia-Pacific region and internationally, I am confident that Professor Shum will lead HKUST to go from strength to strength and propel the university's innovation and technology (I&T) development, commercialisation of research results, and international exchange and co-operation. Professor Shum will lead HKUST in facilitating talent development in the Guangdong-Hong Kong-Macao Greater Bay Area and contributing to Hong Kong's advancement into an international I&T hub, complementing the National 14th Five-Year Plan," she said.
