New service arrangements for International Circulation Permits for Mainland and Macao cross-boundary vehicles

     The Transport Department (TD) today (February 27) announced that the processing time for International Circulation Permits (Mainland/Macao cross-boundary vehicles) from tomorrow (February 28) will be adjusted to clear the backlog of Closed Road Permit applications.
      
     There has been a substantial increase in the number of Closed Road Permit applications (from a daily average of 300 applications in January to 800 applications recently) upon full resumption of normal travel between Hong Kong and the Mainland, with the total number of applications pending processing having accumulated to about 6 000. Meanwhile, the International Circulation Permit (Mainland/Macao cross-boundary vehicles) applications received have also increased substantially. To ensure compliance with all necessary requirements, it takes time to process each application for an International Circulation Permit. To facilitate the travel of Hong Kong residents between the Mainland/Macao, the TD will flexibly deploy manpower and resources to speed up the processing of Closed Road Permit applications by local cross-boundary vehicles and will adjust the processing time of International Circulation Permit (Mainland/Macao cross-boundary vehicles) applications from February 28. The TD will process the applications with all required documents submitted as soon as possible. The expected time required of issuing permits is at least seven working days.
      
     International Circulation Permits (Mainland/Macao cross-boundary vehicles) are issued to Mainland/Macao non-commercial vehicles granted with a quota to Hong Kong. The applicants are required to use the application form TD54A (for Mainland cross-boundary vehicles) or TD54B (for Macao cross-boundary vehicles). The forms are available for download from the website below: www.td.gov.hk/tc/public_forms/td_forms/permit/index.html.
      
     Applicants are required to submit the completed form with copies of all required documents as stated in the Important Notes in Part 1 of the application form to the TD's Cross Boundary Unit (Address: Room 1032, 10/F, Harbour Building, 38 Pier Road, Central (for Mainland/Macao cross-boundary vehicles)) from 9.30am to 4.45pm from Mondays to Fridays (except public holidays) in person or by an agent. If the application is submitted by an agent, the agent must produce proof of identity for record purposes. The TD reminds applicants that they should prepare copies of the required documents in advance and leave a Hong Kong contact number. Otherwise, it may delay the application.
