President of Legislative Council reviews Fire Services passing-out parade (with photos)
***************************************************************************************
The President of the Legislative Council, Mr Andrew Leung, reviewed the Fire Services passing-out parade for 10 station officers, 12 senior firemen/senior firewomen of the Mobilizing and Communications Group, 69 firemen and 36 ambulancemen/ambulancewomen at the Fire and Ambulance Services Academy today (February 17).

Speaking at the parade, Mr Leung commended the Fire Services Department (FSD) for participating in anti-epidemic work. During the outbreak of the fifth wave of the epidemic, the FSD took up roles of participating in compulsory testing operations in various "restricted areas"; transferring residents of residential care homes for the elderly and residential care homes for persons with disabilities between the isolation facilities and the residential care homes; arranging and transferring confirmed patients to community isolation facilities (CIFs); and completing certification and acceptance inspections of fire service installations and equipment at healthcare facilities and CIFs.

Mr Leung said that the FSD has been amending legislation in recent years to enhance fire safety in Hong Kong. For example, the newly amended Dangerous Goods Ordinance and its subsidiary legislation came into effect in 2022. It has optimised the regulatory system for dangerous goods in Hong Kong with a view to aligning it with international standards.

He added, "The FSD has been proactively promoting national education. Apart from organising public education programmes on national security, the FSD has also arranged courses and Mainland visits for its staff members to gain a deeper understanding of national affairs. In addition, the FSD has arranged different activities for the members of the Fire and Ambulance Services Teen Connect to strengthen the younger generation's understanding of the country."

He also pointed out that the FSD has a strong capability in mobilising 49 Urban Search and Rescue Team members, including fire and ambulance personnel. They formed a Hong Kong Special Administrative Region search and rescue team with members from the Security Bureau and other government departments, and with Search and Rescue Dogs and equipment, departed for Türkiye to assist the search and rescue work two days after the earthquake occurred on February 6. Although the "72-hour golden rescue period" had ended, it is exciting that the team was still able to overcome harsh conditions and successfully rescue four survivors trapped under debris. The perseverance and high level of expertise of the team members demonstrated the excellence of Hong Kong fire and ambulance personnel, which made citizens proud.

The parade was followed by a demonstration of firefighting and rescue techniques by the graduates. The 127 graduates will be posted to various fire stations, ambulance depots and the Fire Services Communications Centre.
