Crowd safety management measures and special traffic arrangements in Kowloon and the New Territories during Lunar New Year

     Police will implement special traffic arrangements in various districts in Kowloon and the New Territories to facilitate members of the public visiting Lunar New Year Fairs. During Lunar New Year period, Police will also implement crowd safety management measures in Mong Kok District.

Crowd safety management measures in Mong Kok
--------------------------------------------

     During the Lunar New Year period, an upsurge of crowd flow is expected in areas including Portland Street (between Argyle Street and Soy Street), Sai Yeung Choi Street South (between Argyle Street and Dundas Street) and the adjacent Nelson Street, Shantung Street, Soy Street, Tung Choi Street and Fa Yuen Street.

     For public safety, Police appeal to the public not to patronise unlicensed hawkers or conduct street performance in public places, so as to avoid causing obstructions, disorder and potential danger to others in the crowded area. Any obstruction of public places, pavements, loading or unloading areas might impede the free flow of crowd and traffic, posing threats to public safety and public order.

     Police will implement appropriate measures for crowd safety and traffic management to maintain public order and safety. Members of the public should exercise patience and tolerance, follow instructions given by Police officers and take heed of Police advice and announcement at scene.

Special traffic arrangements for Lunar New Year Fairs

Fa Hui Park
-----------

A. Road closure and traffic diversions

     The following traffic diversions will be implemented from 5pm on January 20 to 1am on the following day and from 2pm on January 21 to 3am on the following day:

- Traffic along westbound Lincoln Road cannot turn left to southbound Cumberland Road, except for taxis; and   
- Traffic along Essex Crescent cannot turn left to southbound Cumberland Road, except for residents.

     The fifth lane of westbound Prince Edward Road West between Yuen Po Street and the flyover will be closed from 10pm on January 21 to 1am on the following day.

B. Suspension of parking spaces
   
     Parking spaces at the following locations will be suspended from 9am on January 20 to 3am on January 22:
   
- Two metered parking spaces on Tong Yam Street;
- All metered parking spaces and motorcycle parking spaces on Duke Street between Embankment Road and Knight Road;
- All motorcycle parking spaces on Knight Street near the junction with Duke Street;
- One metered parking spaces on Belfran Road; and
- All metered parking spaces on Lincoln Road between Cumberland Road and Waterloo Road.
   
C. Temporary loading and unloading point
   
     A loading and unloading point will be set up at Tong Yam Street near the junction with Tai Hang Tung Road from 3pm on January 20 to 8am on January 22.

Wong Tai Sin
------------

     The following traffic arrangements will be implemented from 5pm on January 21 to 6am on the following day:

A. Road closure

     Subject to traffic condition, Ching Tak Street between Lung Cheung Road and Tung Tau Tsuen Road may be closed.

B. Traffic diversions

    Subject to traffic condition, vehicles may not be allowed to turn left from westbound Lung Cheung Road to Ching Tak Street and Fung Mo Street.

C. "No-Stopping" Area

     Illegal parking and stopping will be strictly prohibited on Ching Tak Street, Tung Tau Tsuen Road, Shatin Pass Road, Fung Mo Street, Fu Mei Street, Wang Tau Hom East Road, Wang Tau Hom South Road and Wang Tau Hom Central Road.

Cheung Sha Wan
-------------

     All vehicles will be suspended from parking or waiting (except for picking up/ setting off passengers and loading/ unloading goods) in Fortune Street, Hang Cheung Street and Fat Tseung Street from 10am on January 20 to 3am on January 22.

Sham Shui Po
------------

     Depending on actual traffic and crowd conditions, the following roads will be intermittently closed to all traffic (except franchised buses):

- Wong Chuk Street between Yu Chau Street and Cheung Sha Wan
Road;
- Apliu Street between Nam Cheong Street and Wong Chuk Street;
- Nam Cheong Street southbound between Cheung Sha Wan Road and Hai Tan Street;
- Hai Tan Street between Nam Cheong Street and Boundary Street;
- Boundary Street between Hai Tan Street and Yee Kuk Street;
- Yee Kuk Street between Boundary Street and Shek Kip Mei Street;and
- Shek Kip Mei Street between Yee Kuk Stret and Apliu Street.

     Vehicles heading southbound Nam Cheong Street and southbound Shek Kip Mei Street must travel via southbound Yen Chow Street and eastbound Lai Chi Kok Road.

Kwun Tong 
---------

A. Road closure

     Kai Lim Road will be closed from 6pm on January 19 to 4am on the following day, and daily from 3pm to 4am on the following day from January 20 to 21.

     Fuk Ning Road and Fuk Tong Road will be closed daily from 3pm to 4am on the following day from January 20 to 21.

B. Suspension of parking spaces

     Metered parking spaces, motorcycle parking spaces and disabled parking spaces on Kai Lim Road will be suspended from 8am on January 19 to 4am on January 22.

Tseung Kwan O
-------------

     All parking spaces on Wan Lung Road will be suspended from 7am on January 20 to 7am on January 22.
 
Tuen Mun
--------

     The following special traffic arrangements will be implemented daily from 6pm to 3am on the following day from January 20 to 21:

A. Road closure

- Tin Hau Road;
- San Hop Lane;
- Hung Cheung Road from its junction with Tin Hau Road to its southern junction with San Ping Circuit;
- Southbound Hung Cheung Road between its northern and southern junctions with San Ping Circuit;
- San On Street from its southern junction with Hung Cheung Road to a point about 50 metres north of the same junction; and
- Hing Wong Street from its junction with Hung Cheung Road to a point about 50 metres north of the same junction.

B. Traffic diversions

- Traffic along southbound Tin Hau Road cannot turn to Hung Cheung Road;
- Traffic along Yip Wong Road cannot turn to Tin Hau Road; and
- Hung Cheung Road between its southern and northern junctions with San Ping Circuit will be re-routed to one-way northbound.

C. Suspension of parking spaces

     The overnight on-street parking spaces on Tin Hau Road and Hung Cheung Road from its junction with Tin Hau Road to its southern junction with San Ping Circuit will be suspended daily from 8pm to 3am on the following day from January 20 to 21.

D. Passenger pick up and drop off point

     Tin Hau Road near its junction with San Hop Lane will be designated as passenger pick up and drop off point daily from 6pm to 3am on the following day from January 20 to 21.

E. Cycling track closure

     The cycling track along the western riverside of Tuen Mun River Channel between Pui To Road and Yau Oi Bridge will be closed from 6pm to 3am on the following day on January 20, and from 6pm to 4am on the following day on January 21.

Yuen Long
---------

A. Road closure

   Keung Yip Street will be closed until 2pm on January 22.

   The following roads will be closed from 4pm on January 21 to 7am on January 22:

- Hong Yip Street between Po Yip Street and Wang Yip Street West;
- Hi Yip Street;
- Wang Yip Street East;
- Wang Yip Street South between Wang Yip Street East and Kwong Yip Street;
- Unnamed road between Wang Yip Street West and Kwong Yip Street; and
- Slip road leading from Long Yip Street to Kwong Yip Street (except for franchised buses).

B. Traffic diversions

   Hong Yip Street between Po Yip Street and Yuen Long Kau Hui Road will be converted to one-way eastbound from 8pm on January 21 to 7am on January 22. Vehicles heading to One Regent Place must travel via Po Yip Street, Hong Yip Street and Kwan Lok Lane.

C. Cycling track closure

   Cycling track in Keung Yip Street will be closed from 4pm on January 21 to 7am on January 22.

D. Suspension of parking spaces

   The parking spaces in Hong Yip Street, Wang Yip Street East between Wang Yip Street South and Hi Yip Street and Wang Yip Street South will be suspended from 4pm on January 21 to 7am on January 22.

   The parking spaces on the following roads will be suspended from 8pm to 8am on the following day from January 19 to January 22:

- Fu Yip Street (except for franchised buses);
- Tak Yip Street (except for franchised buses);
- Wang Lok Street;
- Po Yip Street;
- Wang Yip Street East between Hong Yip Street and Keung Yip Street;
- Wang Yip Street West (except for franchised buses); and
- Leung Yip Street (intermittently closed depending on prevailing crowd and traffic conditions).

Tsuen Wan
---------

     The following traffic arrangements will be implemented daily from 3pm to 5am on the following day on January 20 and 21:

A. Road closure

- Kai Hong Close;
- Kai Chi Close; and
- Hoi Pa Street between Tai Ho Road and Lo Tak Court.

B. Suspension of parking spaces

     Motorcycle parking spaces on Kai Hong Close will be suspended.

Kwai Chung
----------

     The metered parking spaces and disabled parking spaces on Ko Fong Street will be suspended from 2pm on January 21 to 8am on the following day.

Tai Po
------

     The cycle track on Ting Kok Road between Ting Tai Road and On Chee Road will be closed from 6pm on January 21 to 6am on January 22.

Sheung Shui
-----------

     San Lok Street (except for vehicles entering or leaving from Pearl Vista), San Tsoi Street, and Fu Hing Street between San Hong Street and San Tsoi Street will be closed from 6pm on January 21 to 4am on the following day.

     San Kung Street, and San Hong Street between Tsun Fu Street and Fu Hing Street will be closed for designation as pedestrian precinct from 11am to 7pm daily on January 20 and January 21.
     Members of the public are advised to make use of public transport to go to the Lunar New Year Fairs.

     Any vehicles found illegally parked within the precincts of special traffic arrangements may be towed away without prior warning or subjected to multiple ticketing.

     Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the areas. Motorists are advised to drive with care and patience and follow the instructions of the Police on site.
