Appointment of Vice-chairmen and members to Independent Police Complaints Council

     ​The Government today (December 30) announced the re-appointment of three Vice-chairmen and five members, and the new appointment of five members, to the Independent Police Complaints Council (IPCC) for a term of two years with effect from January 1, 2023.
      
     Mr Frankie Yick Chi-ming, Mr Chan Chun-ying and Mr Jimmy Ng Wing-ka have been re-appointed as Vice-chairmen. The re-appointed members are Mr Lee Man-bun, Ms Jane Curzon Lo, Dr Daniel Chan Ching-yan, Miss Mabel Chan Mei-bo and Mr Randy Yu Hon-kwan. The newly appointed members are Mr Chan Chak-ming, Ms Cindi Hui Ming-ming, Professor Lin Feng, Dr Desmond Nguyen Gia-hung and Mr Sze Wing-hang.
      
     The appointments are made by the Chief Executive according to section 5 of the Independent Police Complaints Council Ordinance (Cap. 604) (IPCC Ordinance).
      
     The Secretary for Security, Mr Tang Ping-keung, said, "I am most grateful for the invaluable contribution of the IPCC in safeguarding a fair, effective and transparent two-tier police complaints system in Hong Kong. I also express my heartfelt gratitude to the outgoing members, Ms Ann Au Chor-kwan, Mr‍ Alex Chu Wing-yiu, Miss Sylvia Lee Hiu-wah, Dr‍ David‍ Lee Ka-yan, Ms Melissa Kaye Pang, Professor Martin Wong Chi-sang and Mr Johnny Yu Wah-yung. During their tenure, they have actively participated in the work of the IPCC and provided constructive advice, assisting the IPCC in performing its independent monitoring functions with a view to ensuring that complaints from the public were handled fairly and impartially."
      
     Mr Tang said that the Government will continue to give full support to the IPCC in discharging its statutory monitoring functions to uphold a fair, impartial and effective police complaints system, thereby further strengthening public confidence.
      
     The IPCC, established under the IPCC Ordinance, is an independent statutory body responsible for monitoring and reviewing the investigation of complaints against members of the police force. The IPCC Ordinance provides a statutory basis for the IPCC's role and power as well as the two-tier police complaints system. It also imposes a statutory duty on the Police to comply with the IPCC's requirements. The IPCC comprises a Chairman, three Vice-chairmen and 17 non-official members.
