Government establishes Independent Monitoring Panel to oversee MTRCL's review on asset management and maintenance regime

     In view of the recent railway incidents, the Government has established an Independent Monitoring Panel to closely oversee the comprehensive review being conducted by the MTR Corporation Limited (MTRCL) on its asset management and maintenance regime. The Government announced today (December 23) the membership of the Panel.
 
     The Independent Monitoring Panel is chaired by Mr Wai Chi-sing. Members include Mr Warren Chim Wing-nin, Dr Lee Kang-kuen and the Director of Electrical and Mechanical Services, Eric Pang.
 
     Mr Wai is the former Permanent Secretary for Development (Works) and the former Director of Highways. He is currently the Managing Director of the Urban Renewal Authority. He is a veteran professional engineer with professional experience in civil, structural and geotechnical engineering, and has extensive experience in engineering and project management.
 
     Mr Chim is a professional aircraft engineer with years of professional aircraft engineering experience at the executive and operational levels, including corporate planning, technical training, quality assurance and management, safety and risk management, etc. With his extensive experience in aviation engineering, he will be able to oversee the MTRCL's review on its asset management and maintenance regime from different perspectives.
 
     Dr Lee is the Professor of Practice (Transportation) of the Department of Electrical Engineering at the Hong Kong Polytechnic University. Having worked in the industry for over 40 years, he is an expert in the railway industry. He has retired to engineering education and has extensive experience in research and knowledge transfer to enhance safety and stability of railway services.
 
     The Independent Monitoring Panel, with members from different professional disciplines, will closely oversee the MTRCL's comprehensive review on asset management and maintenance regime from the railway safety regulatory perspective, including the appropriateness of its scope, review methodology and procedures, follow-up recommendations and implementation plans, etc with a view to ensuring that the review is comprehensive, in-depth, sound and thorough. The Panel will also monitor the MTRCL's comprehensive assessment of potential risks in different areas of the railway system, so as to ensure the MTRCL's maintenance and operation management work keeps pace with the times, including developing appropriate inspection and maintenance measures, in particular the enhancement of preventive maintenance and the use of technology.
 
     A spokesperson for the Transport and Logistics Bureau said, "The Government is deeply concerned about the recent railway incidents. The Independent Monitoring Panel will closely monitor the MTRCL's review work. The Panel will submit a report to the Secretary for Transport and Logistics upon completion of the relevant review, and make recommendations on matters relating to railway safety regulation, so as to maintain the safety and reliability of railway services in Hong Kong."
