Judicial appointments

The Judiciary today (December 14) announced the appointment of Mr Tsang Hing-tung, Mr Gary Chu Man-hon and Mr Li Ngai as Permanent Magistrates. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will take effect on December 15, 2022.
The biographical notes of the three appointees are as follows:
Mr Tsang Hing-tung
Mr Tsang was born in Hong Kong. He obtained a Bachelor of Nursing degree from the University of Newcastle, New South Wales, Australia, a Master of Science degree in Psychological Assessment from the University of London, United Kingdom and a M.B.B.S. degree from the University of Sydney, Australia. He further acquired a Juris Doctor degree and a P.C.LL., both from the Chinese University of Hong Kong, in 2011 and 2012 respectively. He was called to the Bar in Hong Kong in 2013 and has been in private practice from the same year.
Mr Gary Chu Man-hon
Mr Chu was born in Hong Kong. He obtained an LL.B. and a Graduate Certificate in Legal Practice, both from the University of Technology, Sydney, Australia, in 2003. He further acquired a P.C.LL. from The University of Hong Kong in 2004. He was admitted as a Solicitor, New South Wales, Australia, in 2003. He was called to the Bar in Hong Kong in 2005 and has been in private practice from the same year.
Mr Li Ngai
Mr Li was born in Mainland China in 1982. He obtained a Bachelor of Economics and Finance degree from The University of Hong Kong in 2005. He obtained an LL.M. in Common Law from the Chinese University of Hong Kong in 2009. He acquired a Juris Doctor degree and a P.C.LL., both from the Chinese University of Hong Kong, in 2012 and 2014 respectively. He further obtained an LL.M. from the University of Cambridge in the United Kingdom in 2013. He was called to the Bar in Hong Kong in 2015 and has been in private practice from the same year.
