Thirty-two bureaux/departments win Civil Service Outstanding Service Awards (with photos)

     The Chief Executive, Mr John Lee, officiated at the prize presentation ceremony of the Civil Service Outstanding Service Award Scheme 2022 today (December 12). He commended and congratulated civil service teams from 32 winning Bureaux/Departments (B/Ds) for their service excellence.

     Speaking at the prize presentation ceremony, Mr Lee pointed out that the civil service is renowned for its integrity and efficacy, and the Government's efficiency has been ranked high on many occasions in the Global Competitiveness Report. With the core value of heeding the people's needs, this outstanding team responds to people's aspirations for a better life, opens a new chapter for Hong Kong, and contributes to the integration into the national development of the country.
 
     He said the current-term Government put emphasis on the result-oriented team culture and put forward various measures in the Policy Address in enhancing the governance systems, governance capability and governance efficacy. The Government will improve the civil service management system, motivate civil servants to continuously scale higher, and demonstrate the citizen-oriented service culture. He encouraged various departments and their staff to complement each other while performing their respective functions so as to achieve a synergy effect to create the greatest value for society. He also commended the achievements of every winning and participating project in the Civil Service Outstanding Service Award Scheme, which are all good stories of the civil service, and examples of outstanding achievements worthy of public recognition.
 
     The Civil Service Bureau (CSB) organises the Civil Service Outstanding Service Award Scheme every two to three years, with a view to recognising the exceptional achievements of B/Ds and teams in providing quality service, and promoting a citizen-oriented culture in the civil service.
 
     This year's award scheme presented awards in four categories, including the long established Excellence in Partnership Awards, Excellence in Service Enhancement Awards, Excellence in Team Collaboration Awards, and the newly introduced Innovation and Technology Awards in collaboration with the Innovation, Technology and Industry Bureau (ITIB). Fifty-five entries from 32 B/Ds were awarded under 11 categories. Please refer to the Annex for the list of awardees.

     Award-winning departments and entries were assessed by about 70 adjudicators from different sectors and professions including Legislative Councillors, staff members of the Central Consultative Councils of the Civil Service, representatives from professional organisations, experienced practitioners from various industries and senior officials from the CSB and the ITIB. All entries went through two stages of rigorous adjudication.
 
     The Secretary for the Civil Service, Mrs Ingrid Yeung, said in her closing speech at the ceremony that she hoped the award scheme would give wider recognition to the behind-the-scenes efforts in the civil service. Colleagues can inspire and learn from each other to reinforce the citizen-oriented service ethos, so as to continuously enhance the quality of public service for the benefit of the citizens and the development of Hong Kong. She hoped that civil servants would continue to work with commitment and courage in the face of difficulties, fully assist the Government in promoting good governance, capitalise on the advantages of "one country, two systems", ensure the security, prosperity and stability of Hong Kong, and strive to contribute to the development of the country.
 
     Other officiating guests at today's ceremony included the Secretary for Innovation, Technology and Industry, Professor Sun Dong; Legislative Council members who took up chairmanship of the final adjudication panels, namely Mr Kwok Wai-keung, Dr Junius Ho, Mr Tony Tse and Mr So Cheung-wing; and the Chairman of the Public Service Commission, Mrs Rita Lau.

     To promote the commendable efforts of the award winners and their notable achievements, the Government has arranged to publicise the winning cases in three episodes of a dedicated TV programme, with details as follows:
