     The Government announced today (November 24) that Mr Rex Chang Wai-yuen will take up the post of Director, Office of the Government of the Hong Kong Special Administrative Region in Beijing (Beijing Office) on December 8, 2022, when Mr John Leung Chi-yan commences his pre-retirement leave. He was the Commissioner for Belt and Road before taking up the new post.
 
     The Secretary for the Civil Service, Mrs Ingrid Yeung, said, "Mr Chang is a seasoned Administrative Officer with proven leadership and management skills. I have every confidence that he will serve the community with professionalism in his new capacity."
 
     On the retirement of Mr Leung, Mrs Yeung said, "Mr Leung had rendered 35 years of loyal and dedicated service to the community of Hong Kong. During his tenure as Director, Beijing Office, Mr Leung oversaw the smooth operation of the Beijing Office and two liaison units in Liaoning and Tianjin. He made sterling efforts in promoting regional co-operation with various provinces and municipalities, as well as rendering useful assistance to Hong Kong residents living in the Mainland and promoting Hong Kong. I wish him a fulfilling and happy retirement."

Mr John Leung Chi-yan

     Mr Leung joined the Administrative Service in September 1987 and rose to the rank of Administrative Officer Staff Grade A in April 2020. He has served in various bureaux and departments, including the former City and New Territories Administration, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the Home Affairs Department, the former Constitutional Affairs Bureau, the former Environment and Food Bureau, the Hong Kong Economic and Trade Office in Geneva, the Financial Services and the Treasury Bureau and the Hong Kong Economic, Trade and Cultural Office. He was Commissioner of Insurance from August 2015 to June 2017 and on secondment to the Insurance Authority as Chief Executive Officer from June 2017 to August 2018, and has been serving as Director, Beijing Office since January 2019.

     Mr Chang joined the Administrative Service in July 1989 and rose to the rank of Administrative Officer Staff Grade A in April 2021. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Security Branch, the former Finance Branch, the former Information Technology and Broadcasting Bureau, the Hong Kong Economic and Trade Office in Singapore, the Trade and Industry Department, the Hong Kong Economic and Trade Office in Guangdong, the Development Bureau and the Hong Kong Economic, Trade and Cultural Office. He was Deputy Secretary for Education from July 2018 to August 2019 and Director of Information Services from August 2019 to December 2021, and has been serving as Commissioner for Belt and Road since December 2021.
