EMSD receives MTRCL's preliminary report on Tsuen Wan Line train incident

     The Electrical and Mechanical Services Department (EMSD) today (November 16) received from the MTR Corporation Limited (MTRCL) the preliminary investigation report on the Tsuen Wan Line Train Incident of November 13 as requested by the Government.

     The EMSD attaches great importance to the railway safety and is deeply concerned about the incident. The EMSD immediately commenced investigation after the incident, including on-site inspection of the incident site and the train concerned, and investigated the cause of the incident in various directions including foreign objects and conditions of mechanical parts. The preliminary investigation report submitted by the MTRCL indicated that the incident was related to the collision of the train and a metallic protection barrier, while detailed investigation will be conducted on the cause of the incident. The report also explained the immediate follow-up actions on the day of the incident, including passenger evacuation arrangement and inspection on similar metallic protection barriers.

     The EMSD will continue to follow up the investigation to find out the cause of the incident. The MTRCL has been requested to submit a detailed report on the incident, together with improvement measures and implementation plan within two months to prevent recurrence of similar incidents.

     The EMSD also instructed the MTRCL on the following day of the incident (November 14) to conduct comprehensive review of the trackside facilities and structures in the entire railway network to ensure they are safe and secured, and to formulate stringent measures for regular inspections and maintenance measures to ensure the safety and reliability of the railway system. The EMSD will engage independent experts to advise on the improvement measures, facility condition assessment and the maintenance plan to ensure appropriate maintenance measures and safe railway operation.
