Senior appointments (with photos)

     The Government announced today (September 9) the following senior appointments:

(a) Ms May Chan Wing-shiu, Deputy Secretary for Financial Services and the Treasury (Financial Services), will take up the post of Commissioner for Labour on September 26, 2022; and
 
(b) Mr Leo Yu Chun-keung, Deputy Commissioner for Census and Statistics, will take up the post of Commissioner for Census and Statistics on September 26, 2022, when Ms Marion Chan Shui-yu commences her pre-retirement leave.
 
     Commenting on the appointment of Ms May Chan Wing-shiu, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "Ms Chan is a seasoned Administrative Officer with proven leadership and management skills. I have every confidence that she will continue to serve the community with professionalism in her new post."
 
     Commenting on the appointment of Mr Yu, Mrs Yeung said, "Mr Yu has proven leadership and management skills as well as profound professional knowledge. I am confident that he will be able to lead the Census and Statistics Department to meet the challenges ahead."
 
     On the retirement of Ms Marion Chan Shui-yu, Mrs Yeung said, "As Commissioner for Census and Statistics, Ms Chan has served with professionalism and zeal, and has made sustained efforts in enhancing the efficiency and service quality of the department. She completed a population census, which is conducted once every 10 years, amidst the COVID-19 epidemic. I wish her a fulfilling and happy retirement."
 
     Further to the announcement of a senior appointment on August 5, Mr Eddie Cheung Kwok-choi, Special Representative for Hong Kong Economic and Trade Affairs to the European Union, will take up the post of Director of Broadcasting on October 7, 2022.
 
     Brief biographical notes of Ms May Chan Wing-shiu, Ms Marion Chan Shui-yu and Mr Leo Yu Chun-keung are set out below:
 
Ms May Chan Wing-shiu

     Ms Chan joined the Administrative Service in August 1994 and rose to the rank of Administrative Officer Staff Grade B1 in April 2022. She has served in various bureaux and departments, including the former Constitutional Affairs Branch, the former Home Affairs Branch, the Housing Department, the Security Bureau, the former Constitutional Affairs Bureau and the Home Affairs Department. She was Deputy Secretary for the Civil Service from October 2012 to October 2017 and Deputy Secretary for Education from October 2017 to December 2020, and has been serving as Deputy Secretary for Financial Services and the Treasury (Financial Services) since December 2020.
 
Ms Marion Chan Shui-yu

     Ms Chan joined the Government as Executive Officer in October 1985. She was appointed as Statistician in January 1986, and was promoted to Senior Statistician in June 1997, to Assistant Commissioner for Census and Statistics in November 2014 and to Deputy Commissioner for Census and Statistics in May 2017. She has been Commissioner for Census and Statistics since July 2019.
 
Mr Leo Yu Chun-keung

     Mr Yu joined the Government as Statistician in April 1993. He was promoted to Senior Statistician in December 2008, to Assistant Commissioner for Census and Statistics in August 2017 and to Deputy Commissioner for Census and Statistics in August 2020.
