Transcript of remarks by SLW on fatal work accident in Sau Mau Ping at media session

     Following is the transcript of remarks by the Secretary for Labour and Welfare, Mr Chris Sun, at a media session this afternoon (September 7) after his inspection of a construction site on Anderson Road, Sau Mau Ping, regarding a fatal work accident involving a tower crane fallen from height:

Reporter: First question, when would this suspension of work for the construction site last, until when they can continue to start working again? Also, you mentioned that the crane itself has issue. Is the Government not doing enough to supervise and monitor the cranes used in construction sites in Hong Kong? What else will be doing following this incident? Lastly, will the Labour and Welfare Bureau be able to tell us which company was involved, the contractor or the sub-contractor? Perhaps tell us the name of the company involved in the installation of the crane? Thank you.

Secretary for Labour and Welfare: We are going to issue a suspension notice to stop the work of the three tower cranes in this construction site. The notice will be enforced until proof is given to the Labour Department that they are safe to operate again, so there is no time limit to the suspension notice. It all depends on the site operator to prove to us, so that we are satisfied that these cranes can operate again. This is on the timing issue.

     For all the tower cranes in Hong Kong, their design, construction and operation are all subject to legal restrictions. We have a specific regulation (Factories and Industrial Undertakings (Lifting Appliances and Lifting Gear) Regulations) crafted just to regulate the safety of tower cranes. We are going to look into all the records and certificates issued and signed by recognised persons, so this will form part and parcel of our investigation into this very serious fatal industrial accident.
