Senior appointments (with photos)

     The Government announced today (July 8) the following senior appointments:
 
(a) Mr Carlson Chan Ka-shun, Director (Special Duties), Housing Bureau/Director of Sales of First-hand Residential Properties Authority, will assume the post of Director of Government Logistics on July 26, 2022, when Miss Mary Chow Shuk-ching commences her pre-retirement leave; and
 
(b) Miss Helen Tang, Deputy Secretary for Home and Youth Affairs, will assume the post of Registrar of Companies on July 25, 2022.
 
     The Secretary for the Civil Service, Mrs Ingrid Yeung, said, "The appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism in their new posts."
 
     On the retirement of Miss Chow, Mrs Yeung said, "Miss Chow had rendered 38 years of loyal and dedicated service to the community of Hong Kong. During her tenure as Director of Government Logistics, Miss Chow ably led the department to provide reliable and efficient procurement, supplies management, land transport and printing services to government departments, on a year-round basis. I wish her a fulfilling and happy retirement."
 
     Brief biographical notes of the three officers are set out below:
 
Miss Mary Chow Shuk-ching

     Miss Chow joined the Administrative Service in August 1984 and rose to the rank of Administrative Officer Staff Grade A in April 2017. She has served in various bureaux and departments, including the Social Welfare Department, the former Medical and Health Department, the former City and New Territories Administration, the former Central Policy Unit, the former Planning, Environment and Lands Branch, the Hong Kong Economic and Trade Office in Brussels, the former Economic Services Bureau, the former Commerce, Industry and Technology Bureau, the former Housing, Planning and Lands Bureau and the Housing Department. She was Special Representative for Hong Kong Economic and Trade Affairs to the European Communities (later retitled as Special Representative for Hong Kong Economic and Trade Affairs to the European Union) from October 2008 to October 2012, Land Registrar from November 2012 to October 2015, and has been serving as Director of Government Logistics since October 2015.

     Mr Chan joined the Administrative Service in September 1987 and rose to the rank of Administrative Officer Staff Grade A in April 2018. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Chief Secretary's Office, the former Hong Kong Government Office in London, the former Home Affairs Branch, the Hong Kong Economic and Trade Office in Tokyo, the Housing Department, the Environmental Protection Department and the Office of the Chief Executive-elect. He was Private Secretary to the Chief Executive from July 2012 to October 2016, Commissioner for Labour from October 2016 to December 2020, and has been serving as Director (Special Duties), Transport and Housing Bureau (later renamed Director (Special Duties), Housing Bureau)/Director of Sales of First-hand Residential Properties Authority since December 2020.
 
Miss Helen Tang

     Miss Tang joined the Administrative Service in July 1988 and rose to the rank of Administrative Officer Staff Grade B in April 2011. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Civil Service Branch, the former Health and Welfare Branch, the former Home Affairs Branch, the former Television and Entertainment Licensing Authority, the former Information Technology and Broadcasting Bureau, the former Commerce, Industry and Technology Bureau, the Department of Health, the Labour and Welfare Bureau and the Financial Services and the Treasury Bureau. She was Deputy Director of Administration from April 2010 to April 2014, Deputy Director of Government Logistics from April 2014 to April 2021, and has been serving as Deputy Secretary for Home Affairs (later renamed Deputy Secretary for Home and Youth Affairs) since April 2021.
