Special traffic arrangements on Hong Kong Island

     Police will implement special traffic arrangements on Hong Kong Island to facilitate activities to celebrate the 25th anniversary of the establishment of the Hong Kong Special Administrative Region to be held on July 1.

A. Road closure

     The following roads will be closed from 2am on June 29 to 2pm on July 1, except for vehicles with permit:
 
  1. Expo Drive;
  2. Expo Drive Central;
  3. Expo Drive East;
  4. The slip road leading from Central–Wan Chai Bypass Tunnel to Expo Drive;
  5. The slip road leading from eastbound Lung Wo Road to the Central- Wan Chai Bypass Tunnel;
  6. The slip road leading from Central-Wan Chai Bypass Tunnel to Fenwick Pier Street roundabout;
  7. Fleming Road between Expo Drive Central and Harbour Road (excluding southbound Fleming Road between the slip road of the Exhibition Centre Station Public Transport Interchange and Harbour Road);
  8. Eastbound Lung Wo Road between Tim Wa Avenue and Fleming Road;
  9. Westbound Lung Wo Road between Legislative Council Road and Fleming Road;
  10. Lung King Street;
  11. Lung Hop Street;
  12. Westbound Convention Avenue between Fenwick Street and Fleming Road;
  13. Convention Avenue between the slip road of the Exhibition Centre Station Public Transport Interchange and Fleming Road;
  14. Northbound Fleming Road flyover;
  15. Southbound Fenwick Street between Harbour Road and Gloucester Road;
  16. Unnamed Road between Performing Arts Avenue and Harcourt Road;
  17. Unnamed road near Yiu Sing Street;
  18. Northbound Fleming Road between Gloucester Road and Harbour Road will be intermittently closed;
  19. Harbour Road between Fenwick Street and Fleming Road will be intermittently closed;
  20. Fenwick Street between Gloucester Road and Harbour Road will be intermittently closed; and
  21. Fenwick Pier Street between Fenwick Street and Lung Hop Street will be intermittently closed.

     Stadium Path will be closed to all vehicular traffic from 00.01am on June 29 to 2pm on July 1, except for vehicles with permit.

     Edinburgh Place near Central Barracks between Lung Wo Road and Harcourt Road will be closed to all vehicular traffic from 00.01am on June 30 to 11.59pm on July 1, except for vehicles with permits.

B. Traffic diversions

     The following traffic diversions will be implemented from 2am on June 29 to 2pm on July 1 or until road closure is lifted:
 
  1. Traffic along eastbound Lung Wo Road heading for Fleming Road and Convention Avenue will be diverted to southbound Tim Wa Avenue;
  2. Traffic along eastbound Gloucester Road via northbound Fleming Road can turn right onto eastbound Harbour Road;
  3. Traffic along westbound Harbour Road can enter the entrance of Hong Kong Convention and Exhibition Centre and Grand Hyatt Hong Kong;
  4. Traffic from the exit of Hong Kong Convention and Exhibition Centre and Grand Hyatt Hong Kong can enter westbound Harbour Road; and
  5. Traffic along westbound Convention Avenue heading for Fleming Road will be diverted to the slip road of the Exhibition Centre Station Public Transport Interchange leading.

C. Lane Closure

     The fast lane of Jaffe Road between Fleming Road and Stewart Road will be closed until 5pm on July 1, except for vehicles with permit.

D. Temporary Restricted Zones

     The following road sections will be designated as restricted zones 24 hours daily from 0.01am on June 30 to 11.59pm on July 1:
 
  1. The southern kerbside lane of Gloucester Road service road from a point about 10 metres east of its junction with Fenwick Street to a point about 65 metres east of the same junction;
  2. The southern kerbside lane of Gloucester Road service road from a point about 35 metres west of its junction with Fleming Road to a point about 90 metres west of the same junction;
  3. The southern kerbside lane of Gloucester Road service road from a point about 35 metres east of its junction with Fleming Road to a point about 65 metres east of the same junction;
  4. The southern kerbside lane of Gloucester Road service road from a point about 70 metres west of its junction with Stewart Road to a point about 100 metres west of the same junction;
  5. The southern kerbside lane of Gloucester Road service road from a point about 10 metres west of its junction with Tonnochy Road to a point about 75 metres west of the same junction;
  6. The eastern kerbside lane of Stewart Road from its junction with Jaffe Road to a point about 35 metres north of the same junction;
  7. The western kerbside lane of Tonnochy Road from its junction with Jaffe Road to a point about 25 metres north of the same junction; and
  8. The southern kerbside lane of Lockhart Road from a point about 25 metres east of its junction with Fleming Road to a point about 40 metres east of the same junction.

E. Suspension of the Exhibition Centre Station

     The Exhibition Centre Station of East Rail Line will be temporarily closed from 1am on June 30 to 2pm on July 1. East Rail Line train will not stop at Exhibition Centre Station from the first departure on June 30 until the reopening of the station.

F. Learner drivers prohibition

     The following roads will be prohibited to all learner drivers from 00.01am on June 29 to 2pm on July 1:
 
  1. Leighton Road;
  2. Sharp Street East;
  3. Percival Street south of Hennessy Road;
  4. Caroline Hill Road;
  5. Link Road;
  6. Stadium Path;
  7. Cotton Path;
  8. Eastern Hospital Road;
  9. Eastern Hospital Road service road; and
  10. Causeway Road turning left onto Tung Lo Wan Road.

G. Suspension of parking spaces and pick-up/ drop-off areas
 
  1. All coach parking spaces and pick-up/ drop-off area on Expo Drive East will be suspended until 2pm on July 1.
  2. All metered parking spaces and motorcycle parking spaces on Jaffe Road between Stewart Road and Tonnochy Road will be suspended until 2pm on July 1.
  3. All metered parking spaces and motorcycle parking spaces on Jaffe Road between O’Brien Road and Fleming Road will be suspended until 2pm on July 1.
  4. All metered parking spaces and motorcycle parking spaces on Jaffe Road between Fleming Road and Stewart Road will be suspended until 5pm on July 1.
  5. All metered parking spaces and motorcycle parking spaces on the general pick-up/ drop-off and loading/ unloading area on Lung Wo Road north of Star Ferry Multi-Storey Car Park will be suspended until 11.59pm on July 1.
  6. All metered parking spaces, motorcycle parking spaces and disabled parking spaces on eastbound Lung Wui Road opposite to CITIC Tower will be suspended until 11.59pm on July 1.
  7. All metered parking spaces on Kwai Fong Street will be suspended until to 11.59 on July 1.
  8. All metered parking spaces and disabled parking spaces on Stadium Path will be suspended until 11.59pm on July 1.
  9. All metered parking spaces for coaches on Expo Drive and Lung Hop Street will be suspended from 6pm on June 28 to 2pm on July 1.
  10. All metered parking spaces and motorcycle parking spaces on Hung Hing Road outside Police Officers Club will be suspended from 10pm on June 28 to 2pm on July 1.
  11. All metered parking spaces on Stewart Road between Gloucester Road service road and Jaffe Road will be suspended from 10pm on June 28 to 11.59pm on July 1.
  12. The pick-up/ drop-off area on westbound Gloucester Road service road outside Luk Kwok Hotel will be suspended from 10pm on June 28 to 11.59pm on July 1.
  13. All motorcycle parking spaces on Cotton Tree Drive near Lippo Centre will be suspended from 8pm on June 29 to 11.59pm on June 30.
  14. All metered parking spaces on Upper Albert Road near Lower Albert Road will be suspended from 10pm on June 29 to 11.59pm on June 30.
  15. The pick-up/ drop-off area on Lower Albert Road will be suspended from 10pm on June 29 to 23.59pm on June 30.
  16. All metered parking spaces, motorcycle parking spaces and disabled parking spaces on Tramway Lane outside Garden Road Lower Peak Tram Station and Upper Albert Road will be suspended from 10pm on June 29 to 11.59pm on June 30.
  17. All metered parking spaces, motorcycle parking spaces and disabled parking spaces on Garden Road near St. Joseph's Church will be suspended from 10pm on June 29 to 11.59pm on June 30.
  18. All metered parking spaces and motorcycle parking spaces on westbound Yiu Sing Street will be suspended from 10pm on June 29 to 11.59pm on July 1.
  19. All parking spaces in City Hall Car Park will be suspended from 00.01am on June 30 to 11.59pm on July 1.
  20. All lay-bys of westbound Drake Street will be suspended from 00.01am on June 29 to 2pm on July 1.
  21. All lay-bys on Lung Wo Road north of Star Ferry Multi-Storey Car Park, Lung Wo Road, Tim Wa Avenue, Tim Mei Avenue, Lung Wui Road, Harbour Road, southbound Rodney Street, eastbound Hung Hing Road and in Exhibition Centre Station Public Transport Interchange will be suspended from 2am on June 29 to 2pm on July 1.
  22. All lay-bys of Upper Albert Road and Lower Albert Road will be suspended from 10pm on June 29 to 2pm on July 1.
  23. All lay-bys and pick-up/ drop-off area of Man Cheung Street will be suspended from 00.01am on June 30 to 2pm on July 1.

     All car parks within the road closure areas may be closed by the Police at short notice if necessary. In addition, vehicles in car parks within the road closure areas may not be permitted to leave the car parks during the road closure period.

     Any vehicles found illegally parked within the precincts of special traffic arrangements will be towed away without prior warning or subjected to multiple ticketing.

     Since the implementation of special traffic arrangements will have a great impact on the traffic of Wan Chai North, motorists are advised to drive with care and patience.

     Police will spare no effort to ensure that all celebration activities will be conducted in a safe and orderly manner. Police appeal members of the public to co-operate and follow the instructions of the police officers at scene. Implementation of the traffic arrangements will be made depending on actual situation. Police will re-open the roads to traffic as soon as possible so as to minimise inconvenience to the public.
