Government to gazette specifications in relation to Designated Quarantine Hotel Scheme and further announce detailed arrangement

     To implement the Designated Quarantine Hotel Scheme, the Government today (December 15) announced that it will gazette the specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) and the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H). The specifications include:

(1) To require that from 0.00am on December 22, only designated quarantine hotels can receive travellers arriving from foreign places (i.e. persons who have stayed in any country other than China during the 14 days prior to arrival in Hong Kong and are subject to compulsory quarantine in accordance with the Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E)) to undergo compulsory quarantine therein, and impose conditions on hotel operators based on public health grounds (including to ensure that persons subject to quarantine should not leave their guestrooms and receive visitors during the quarantine period, etc.); and

(2) To specify that from 0.00am on December 21, all travellers arriving from foreign places must provide to their airlines confirmation of room reservation in a designated quarantine hotel before boarding the flight, or else they will be refused to board the flight.

     Upon further liaison with the designated quarantine hotels, it is currently confirmed that a total of six hotels (Dorsett Tsuen Wan, Hong Kong; Dorsett Wanchai, Hong Kong; Mojo Nomad Aberdeen Harbour; Regal Oriental Hotel; The Kimberley Hotel; and The Kowloon Hotel) are able to operate as a designated quarantine hotel earlier, starting from December 18. In others words, the aforementioned six hotels will solely receive travellers arriving from foreign places for the purpose of undergoing compulsory quarantine starting from December 18.

     The full implementation date of the Designated Quarantine Hotel Scheme is December 22, by then all 36 designated quarantine hotels must solely be receiving travellers arriving from foreign places who need to undergo compulsory quarantine. Having regard to lower risk of travellers arriving from a place in China other than Hong Kong (including the Mainland, Macao and Taiwan) (i.e. persons who have stayed in a place in China during the 14 days prior to arrival in Hong Kong and are subject to compulsory quarantine in accordance with the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C)), if they opt to undergo compulsory quarantine in hotels, they should choose a non-designated hotel, but they are not allowed to stay in any of the aforementioned 36 designated quarantine hotels.

     To further reduce the contact between persons subject to quarantine and the local community, the Government will amend the conditions of the compulsory quarantine orders. Starting from December 18, all travellers arriving in Hong Kong by air and to be accommodated at designated hotels are required to board the designated transport arranged by the Government to proceed to their hotels. There are five routes for the designated transportation service, covering Hong Kong Island, Kowloon and New Territories daily from 2pm to 11pm. The designated transport will convey the travellers from the airport (at an average interval of 30 minutes) and the Holding Centre for Test Result located at the Rambler Garden Hotel (at an average interval of 15 minutes) to the designated quarantine hotels. Those travellers arriving by air who have reserved booking at non-designated quarantine hotels are also required to directly proceed from the airport or the Holding Centre for Test Result by means of transportation. They are not allowed to visit any other places in their journey.
