TAC briefed on review of Driving on Lantau Island Scheme and related matters

The following is issued on behalf of the Transport Advisory Committee:

     The Transport Advisory Committee (TAC) was briefed today (October 20) on the findings and recommendations of a review conducted by the Transport Department (TD) on the Driving on Lantau Island Scheme (DLS) and related matters on the issuance of Lantau Closed Road Permits.

     Since the introduction of the first phase of the DLS in February 2016 (see Note), there has been substantial demand for the DLS and the utilisation rate of its quota remains high at all times. The TD has also received public requests from time to time for increasing the quota to serve more people visiting South Lantau with their own vehicles. Given the continuous improvement of the transport and road facilities on South Lantau, the TD has reviewed the implementation of the first phase of the DLS having regard to utilisation of the quota, public demand, road conditions and transport facilities on South Lantau as well as conservation concerns, with a view to exploring the feasibility of implementing the second phase of the DLS.

     The TAC Chairman, Professor Stephen Cheung, said, "Members welcome the TD's proposal of implementing the second phase of the DLS in order to assist members of the public to visit South Lantau as well as support its economic and community development. Members also note that the TD will consult relevant stakeholders on the findings and recommendations of the review in the coming months."

Note: Since February 2016, a quota of 25 for private cars (PCs) (of which a quota of five is set aside for electric PCs) has been issued under the DLS daily from Monday to Friday (except public holidays) for access to the closed roads on South Lantau during the hours from 8am to 7pm for recreational and leisure purposes.
