EPD invites vehicle scrapping companies to register under scheme for phasing out Euro IV diesel commercial vehicles

     The Environmental Protection Department (EPD) today (September 18) invited vehicle scrapping companies to apply for registration as registered vehicle scrapping companies (RVSCs) under the ex-gratia payment scheme to phase out Euro IV diesel commercial vehicles (DCVs).

     To improve roadside air quality and better safeguard public health, the EPD will launch a new ex-gratia payment scheme in the second half of 2020 with a view to progressively phasing out by the end of 2027 about 40 000 Euro IV DCVs including diesel goods vehicles, non-franchised buses and light buses.

     "Eligible vehicle owners will need to scrap their Euro IV DCVs through an RVSC during the period of the scheme and obtain the vehicle scrapping certificate issued by the RVSC before submitting their application for the ex-gratia payment. To prepare for the launch of the scheme, the EPD is inviting interested vehicle scrapping companies to apply for registration, and will set up a list of RVSCs under the ex-gratia payment scheme for vehicle owners' reference," an EPD spokesman said.

     "RVSCs should verify and ensure that the vehicle's chassis number matches the one shown on the vehicle registration document before the scrapping takes place. RVSCs are also required to take photographs clearly showing the chassis number of each DCV scrapped and keep proper vehicle scrapping records," the spokesman added.
