Senior appointments (with photos)

     The Government announced today (December 19) the following senior appointments:

(a) Mr John Leung Chi-yan, former Chief Executive Officer of the Insurance Authority, will succeed Ms Gracie Foo Siu-wai as Director, Office of the Government of the Hong Kong Special Administrative Region (HKSAR) in Beijing on January 21, 2019;

(b) Mr Vincent Liu Ming-kwong, Deputy Secretary for the Environment, will succeed Mr Tommy Yuen Man-chung as Government Property Administrator on January 28, 2019;

(c) Mr Laurie Lo Chi-hong, Deputy Head of the Policy Innovation and Co-ordination Office, will succeed Ms Irene Young Bick-kwan as Permanent Representative of the HKSAR of China to the World Trade Organization on January 28, 2019;

(d) Mr Chan Pai-ming, Principal Government Engineer, will take up the post of Director of Highways on December 20, 2018, to succeed Mr Daniel Chung Kum-wah who commenced pre-retirement leave on October 22, 2018; and

(e) Mr Choi Lap-yiu, Deputy Commissioner of Rating and Valuation, will take over as Commissioner of Rating and Valuation on January 14, 2019, when Mr Tang Ping-kwong commences his pre-retirement leave.

     Commenting on the appointments of Mr Leung, Mr Liu and Mr Lo, the Secretary for the Civil Service, Mr Joshua Law, said, "The three appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities."
  
     Commenting on Mr Chan's appointment, Mr Law said, "Mr Chan is a seasoned engineer with proven leadership skills, profound professional knowledge in major works projects and extensive operational experience. I have every confidence that he will be able to lead the Highways Department to meet the challenges ahead."

     Commenting on Mr Choi's appointment, Mr Law said, "Mr Choi has extensive professional knowledge and experience in rating and valuation work. He also possesses proven leadership and management skills. I am confident that he will be able to lead the Rating and Valuation Department to meet the challenges ahead."

     Speaking on Mr Chung, Mr Law said, "Mr Chung has served with zeal and professionalism in the civil service throughout the past 33 years. As Director of Highways, Mr Chung steered the planning, design and implementation of a number of major railway and highway projects and led the department in rising to many complicated engineering and technical challenges. I wish him a fulfilling and happy retirement."

     On the retirement of Mr Tang, Mr Law said, "As Commissioner of Rating and Valuation, Mr Tang has served with dedication and professionalism, and has made sustained efforts in enhancing the efficiency and service quality of the department. I wish him a fulfilling and happy retirement."

     Brief biographical notes of the seven officers are set out below:

Mr Daniel Chung Kum-wah

     Mr Chung joined the Government as Assistant Engineer in August 1985. He was promoted to Chief Engineer in September 2001, to Government Engineer in August 2009 and to Principal Government Engineer in July 2012. He was Director of Drainage Services from February 2014 to May 2015 and Director of Civil Engineering and Development from May 2015 to August 2016 before becoming Director of Highways in August 2016.
 
Mr Tang Ping-kwong

     Mr Tang joined the Government as a Student Rating and Valuation Surveyor in October 1983. He was appointed as Assistant Rating and Valuation Surveyor in September 1984. He was promoted to Principal Valuation Surveyor in December 2001, to Assistant Commissioner of Rating and Valuation in August 2006 and to Deputy Commissioner of Rating and Valuation in November 2012. Mr Tang has been Commissioner of Rating and Valuation since May 2014.

Mr John Leung Chi-yan

     Mr Leung joined the Administrative Service in September 1987 and rose to the rank of Administrative Officer Staff Grade B1 in April 2013. He has served in various bureaux and departments, including the former City and New Territories Administration, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the Home Affairs Department, the former Constitutional Affairs Bureau, the former Environment and Food Bureau, the Hong Kong Economic and Trade Office in Geneva and the Financial Services and the Treasury Bureau. He was Director, Hong Kong Economic, Trade and Cultural Office (Taiwan) from December 2011 to August 2015 and Commissioner of Insurance from August 2015 to June 2017, and was seconded to the Insurance Authority as Chief Executive Officer from June 2017 to August 2018.

Mr Vincent Liu Ming-kwong

     Mr Liu joined the Administrative Service in July 1987 and rose to the rank of Administrative Officer Staff Grade B1 in April 2015. He has served in various bureaux and departments, including the former Municipal Services Branch, the former City and New Territories Administration, the former Education and Manpower Branch, the Chief Secretary for Administration's Office, the Civil Service Bureau, the former Health, Welfare and Food Bureau, the Leisure and Cultural Services Department and the Home Affairs Bureau. He was Commissioner for Television and Entertainment Licensing from February 2010 to March 2012 and Deputy Director-General of Communications (Broadcasting) from April 2012 to March 2014, and has been serving as Deputy Secretary for the Environment since March 2014.

Mr Laurie Lo Chi-hong

     Mr Lo joined the Administrative Service in September 1991 and rose to the rank of Administrative Officer Staff Grade B1 in April 2016. He has served in various bureaux and departments, including the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Industry Department, the former Health and Welfare Bureau, the Hong Kong Economic and Trade Office in Tokyo, the Information Services Department, the Development Bureau, the Chief Secretary for Administration's Office and the Food and Environmental Hygiene Department. He was Deputy Secretary for Home Affairs from January 2015 to July 2017 and Head, Task Force on Central Policy Unit Re-organisation from July 2017 to March 2018, and has been serving as Deputy Head of the Policy Innovation and Co-ordination Office since April 2018.

Mr Chan Pai-ming

     Mr Chan joined the Government as Engineer in October 1991. He was promoted to Chief Engineer in August 2009, to Government Engineer in April 2012 and to Principal Government Engineer in May 2015. 

Mr Choi Lap-yiu
-----------------

     Mr Choi joined the Government as a Student Rating and Valuation Surveyor in November 1984. He was appointed as Assistant Rating and Valuation Surveyor in February 1986, and promoted to Principal Valuation Surveyor in November 2004 and to Assistant Commissioner of Rating and Valuation in July 2008. Mr Choi has been Deputy Commissioner of Rating and Valuation since July 2014.
