SCED speaks on public consultation on assignment arrangements of spectrum in 3.4 - 3.6 GHz band for provision of public mobile services

     Following is the transcript of remarks by the Secretary for Commerce and Economic Development, Mr Edward Yau, on the public consultation on assignment arrangements of spectrum in the 3.4 - 3.6 GHz band for provision of public mobile services at a media session in the Legislative Council Complex today (May 2):

Reporter: When do you expect the 5G services will be enjoyed by the public and how confident are you that the fees will not go up?

Secretary for Commerce and Economic Development: We are making early preparation for the incoming 5G, which hopefully would not just bring improvement to telecommunications, but also make Internet of Things and smart city applications a reality. We are launching a consultation today, which is in fact about making available 200 MHz of spectrum for 4G or 5G applications. Doing so would allow us to take the earliest step for preparation for the incoming 5G. Spectrum is a precious public resource. The current policy is that if there is a competing demand, we will continue to use the existing way (auction) to distribute it to reflect the full market value. We hope it would be welcomed by the market and that is why we are launching the consultation. We hope to receive more feedback before mid-June so that we can be at full steam in preparing for the 5G.
