Senior appointments (with photos)

     ​The Government announced today (March 21) the following senior appointments:
 
(a) Mrs Betty Fung Ching Suk-yee, Permanent Secretary for Home Affairs, will take up the post of Head, Policy Innovation and Co-ordination Office, on April 3, 2018;
 
(b) Mrs Cherry Tse Ling Kit-ching, Permanent Secretary for Food and Health (Food), will take up the post of Permanent Secretary for Home Affairs on April 23, 2018;
 
(c) Mr Philip Yung Wai-hung, Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism), will take up the post of Permanent Secretary for Food and Health (Food) on April 23, 2018; and
 
(d) Mr Andrew Au Sik-hung, Deputy Government Economist, will take up the post of Government Economist on April 17, 2018, when Mrs Helen Chan commences her pre-retirement leave.
 
     Commenting on the appointment of Mrs Fung, Mrs Tse and Mr Yung, the Secretary for the Civil Service, Mr Joshua Law, said, "The three appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities."
                    
     Commenting on Mr Au's appointment, Mr Law said, "Mr Au has proven leadership and management skills and profound professional knowledge. I am confident that he will be able to lead Economic Analysis and Business Facilitation Unit (EABFU) in rising to the challenges ahead."
      
     On the retirement of Mrs Chan, Mr Law said, "Mrs Chan has served with zeal and commitment in the civil service throughout the past 31 years, and has made significant contributions to the development of Hong Kong. As Government Economist, Mrs Chan is devoted to enhancing the professional excellence of EABFU. Under her leadership, the Unit has provided the Government with quality economic analyses and professional advice, and promoted the Government's efforts in facilitating business. I wish her a fulfilling and happy retirement."
      
     The Financial Secretary, Mr Paul Chan, said, "I thank Mrs Chan for her contributions over the years and wish her a happy retirement."

Mrs Cherry Tse Ling Kit-ching

     Mrs Tse joined the Administrative Service in August 1984 and rose to the rank of Administrative Officer Staff Grade A1 in April 2012. She has served in various bureaux and departments, including the former Home Affairs Branch, the former Administrative Service and Information Branch, the former Housing Branch, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the former Trade and Industry Branch, the former Finance Branch, the former Chief Executive (Designate)'s Office, the former Education and Manpower Bureau, the Commission on Poverty and the former Constitutional Affairs Bureau. She was Commissioner for Labour from July 2007 to November 2010 and Permanent Secretary for Education from December 2010 to January 2015, and was appointed Permanent Secretary for Food and Health (Food) in January 2015.
 
Mr Philip Yung Wai-hung

     Mr Yung joined the Administrative Service in July 1986 and rose to the rank of Administrative Officer Staff Grade A1 in April 2016. He has served in a wide range of policy bureaux and departments, including the Housing Department, the former General Duties Branch, the former Constitutional Affairs Branch, the former City and New Territories Administration, the former Chief Secretary's Office, the former Chief Executive (Designate)'s Office, the Chief Secretary for Administration's Office, the Financial Secretary's Office, the Trade and Industry Department and the former Commerce, Industry and Technology Bureau. He was Deputy Secretary for Environment, Transport and Works (Transport) (later re-titled Deputy Secretary for Transport and Housing (Transport)) from August 2006 to January 2010 and Commissioner for Tourism from February 2010 to December 2014 before taking up the present position as Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) since December 2014.

     Mrs Fung joined the Administrative Service in July 1986 and rose to the rank of Administrative Officer Staff Grade A in April 2010. She has served in a wide range of bureaux and departments, including the former Transport Branch, the former City and New Territories Administration, the former Civil Service Branch, the former Education and Manpower Branch, the former Chief Secretary's Office, the Information Services Department, the former Trade Department, the Home Affairs Bureau, the former Commerce, Industry and Technology Bureau, the Office of the Government Chief Information Officer and the former Education and Manpower Bureau. She was Director of Information Services from July 2007 to August 2009 and Director of Leisure and Cultural Services from August 2009 to July 2014, and has served as Permanent Secretary for Home Affairs since July 2014.

     Mrs Chan joined the Government as Economist in May 1986 and was promoted to Principal Economist in June 1996 before being appointed as Government Economist in November 2008.
 
Mr Andrew Au Sik-hung

     Mr Au joined the Government as Economist in February 1987 and was promoted to Principal Economist in May 2008 before being appointed as Deputy Government Economist in May 2016.
