SLW visits LD and SWD frontline service units (with photos)

     The Secretary for Labour and Welfare, Dr Law Chi-kwong, visited a number of frontline service units of the Labour Department (LD) and Social Welfare Department (SWD) in North District this afternoon (January 23) to learn more about their daily operations and reach out to service users. The Permanent Secretary for Labour and Welfare, Ms Chang King-yiu, and the Under Secretary for Labour and Welfare, Mr Caspar Tsui, also joined the visit.

     Accompanied by the Commissioner for Labour, Mr Carlson Chan, Dr Law first visited Fanling Occupational Health Clinic (OHC) and was briefed on the services of OHCs, including the diagnosis and treatment of work-related illnesses, occupational health counselling, assessment of health hazards in the workplace and occupational health promotion through publications and educational activities.

     Dr Law was pleased to note the work of OHCs in preventing and controlling occupational diseases and in enhancing the health of the working population. He viewed various facilities at the clinic, at which there were 11 124 consultations in 2017.

     He then proceeded to the SWD's Sheung Shui Integrated Family Service Centre (IFSC), where Dr Law met with frontline social work personnel to get an update on the caseload and trend of key family problems observed.

     Operated by the SWD and subvented non-governmental organisations, IFSCs serve individuals and families in the district with a range of preventive, supportive and remedial family services under the direction of "child-centred, family-focused and community-based" with a view to early identification of individuals and families in need in close collaboration with community stakeholders.

     Dr Law also visited the Social Security Field Unit (SSFU) (Guangdong Scheme) in Sheung Shui to better understand how eligible elderly persons aged 65 or above who choose to reside in Guangdong apply for the Old Age Allowance under the scheme. A recipient is entitled to a full-year allowance if the minimum residence period of 60 days in Guangdong in a payment year is satisfied.

     Set up in 2013 for the Guangdong Scheme, the unit handles enquiries and processes applications as a one-stop centre. As at end-2017, 24 669 new applications had been received, 21 082 of which had been approved. The rate of Old Age Allowance has been set at $1,325 per month from February 1, 2017. As the Fujian Scheme would be launched in April 2018, the unit would be renamed as SSFU (Guangdong Scheme and Fujian Scheme) and handle applications of both schemes.
