90 votes cast in first hour of Central and Western District Council by-election

     39 electors (0.73 per cent) of the Peak Constituency and 51 electors (1 per cent) of the Tung Wah Constituency voted in the first hour of the Central and Western District Council by-election which opened at 7.30am today (November 26). (The voter turnout figures are only for temporary reference.)
 
     The two polling stations for the Peak Constituency are located at Hong Kong Park Sports Centre, 29 Cotton Tree Drive, Central, Hong Kong and Upper Building, German Swiss International School Peak Campus, 11 Guildford Road, The Peak, Hong Kong. The two polling stations for the Tung Wah Constituency are located at SKH St. Matthew's Primary School, 12-20 New Street, Sheung Wan, Hong Kong and King's College Old Boys' Association Primary School, 58 Bridges Street, Sheung Wan, Hong Kong. These four polling stations will remain open until 10.30pm today for 5 327 registered electors in the Peak Constituency and 5 084 registered electors in the Tung Wah Constituency to cast their votes.
 
     A dedicated polling station has been set up at Happy Valley Police Station, 60 Sing Woo Road, Happy Valley, Hong Kong for electors of the Peak Constituency or the Tung Wah Constituency who are remanded or detained by law enforcement agencies other than the Correctional Services Department (CSD) to cast their votes. The polling hours are from 7.30am to 10.30pm.
 
     Electors of the Peak Constituency or the Tung Wah Constituency who are imprisoned or remanded in the CSD's custody can cast their ballots at three dedicated polling stations set up at their respective penal institutions. For security reasons, the polling hours are from 9am to 4pm.
 
     The Chairman of the Electoral Affairs Commission (EAC), Mr Justice Barnabas Fung Wah and EAC member Mr Arthur Luk Yee-shun, SC, will visit the polling stations this morning.
 
     "Electors are advised to cast their votes as early as possible and read carefully the address of the designated polling station on their poll cards indicating where they should cast their votes," a spokesman for the Registration and Electoral Office said.
 
     "Voting is very simple. All electors need to do is to take their identity document to the polling station where they will be issued a ballot paper, use the chop provided to stamp the ballot paper with a 'tick' in the circle opposite the name of the chosen candidate, and fold the ballot paper inward in half before putting it into the ballot box," he said.
 
     The polling stations at Hong Kong Park Sports Centre, German Swiss International School Peak Campus, SKH St. Matthew's Primary School and King’s College Old Boys' Association Primary School will be turned into counting stations once the poll is closed. The public are welcome to observe the counting of votes within the designated area at the counting stations.
 
     To protect the secrecy of votes, the ballot boxes at the dedicated polling stations will be delivered in accordance with the constituencies to the respective main counting stations at Hong Kong Park Sports Centre and SKH St. Matthew's Primary School for opening after the poll closes. The ballot papers concerned will be mixed with the ballot papers cast at the main counting stations before counting.
 
     The Returning Officer will declare the election results of the Tung Wah Constituency at the counting station at SKH St. Matthew’s Primary School; and declare the election results of the Peak Constituency at the counting station at Hong Kong Park Sports Centre.
 
     An election hotline, 2891 1001, is in service until 11pm to answer enquiries relating to the by-election.
 
     A complaints hotline, 2827 7251, is also in operation until 11pm to handle complaints about breaches of electoral rules and guidelines.
 
     The two candidates contesting the Peak Constituency by-election are Young Chit-on Jeremy (No. 1) and Chin Chi-kin Edward (No. 2). The three candidates contesting the Tung Wah Constituency by-election are Lui Kam-keung (No. 1), Ng Hoi-yan Bonnie (No. 2) and Lau Shu-yin (Olivia) (No. 3).
