Recruitment under Pilot Member Self-recommendation Scheme for Youth starts today
     The Government today (October 31) started its recruitment under the Pilot Member Self-recommendation Scheme for Youth. The application period will close at 5pm on November 30. 

     A spokesman for the Home Affairs Bureau said, "Young people aged between 18 and 35 on November 30, 2017, i.e. the close of application, are eligible to apply under the Pilot Scheme. In the assessment process, we will consider whether the applicant has a strong commitment to serve the community, good understanding of the policy area concerned, and good analytical and communication skills. These are the only assessment criteria that will be adopted under the Pilot Scheme.

      "Following a principle of meritocracy we aim to, through the Pilot Scheme, recruit young people who have a commitment to serve the community and an ability to contribute to the committees concerned for recommending to the relevant bureaux for consideration of appointment. Subject to the actual number of applications received, we expect that the recruitment exercise would be completed in the first quarter of 2018, so that bureaux concerned can follow up with the appointment procedures in the same year," the spokesman continued.

     To provide more opportunities for young people to participate in policy discussion, the Pilot Scheme has been launched to invite young people aged between 18 and 35 to self-nominate to become members of specified committees. Five advisory committees, covering different policy areas which young people are of more interest and concern, will become the first batch of committees to recruit self-recommended young members. A total of 11 places will be made available for application. These five committees are the Action Committee Against Narcotics, the Committee on Innovation, Technology and Re-industrialisation, the Committee on the Promotion of Civic Education, the Environmental Campaign Committee and the Youth Development Commission to be established in the first half of 2018.

     A Recruitment Committee (RC) has been set up to oversee the conduct of the recruitment process. The RC comprises the Secretary for Home Affairs, non-officio chairmen or representative of the five committees and representatives of the bureaux concerned. Under the RC, five Assessment Panels (APs) will be formed to take care of the applications concerning the five committees respectively. AP members include the non-officio chairman and/or members of the committee concerned and representatives of the bureau concerned. The APs will consider applications under the above assessment criteria. Applicants may be invited to interviews to facilitate the assessment.

*As the Youth Development Commission has not yet been set up, the Chairman of the Commission on Youth will represent it to participate in the work of the RC.

     Further details on the Pilot Scheme and the application form have been uploaded to the homepage of the Home Affairs Bureau (www.hab.gov.hk/). In completing the application form, the applicant needs to explain, in either Chinese or English, his/her suitability to be appointed as a member of the relevant committee. He/she may choose to write no more than 600 words or provide a video/audio clip of no longer than three minutes. Applications must be made in accordance with specified means (i.e. through the on-line application system, by email, by post or by hand).
