Transcript of remarks by SLW on progressive abolition of offsetting arrangement under MPF system and Gini coefficient

     Following is the transcript of remarks by the Secretary for Labour and Welfare, Mr Stephen Sui, on the progressive abolition of offsetting arrangement under the Mandatory Provident Fund (MPF) System and Gini coefficient after attending a radio programme this morning (June 17):
 
Reporter: The MPF offsetting still has to gain support from the employers. Do you still have confidence in really having a final plan on it? Also, you talked about Gini index, do you think that this index is still a good reference to show the exact situation of Hong Kong?
 
Secretary for Labour and Welfare: On the abolition of the MPF offsetting arrangement, the current term Government will give our highest sincerity and the greatest endeavour with a view to finalising a proposal within the current term of the Government. On the Gini coefficient, what I said was that in analysing the figures therein, you have to observe other figures, not just the overall figures but also other relevant figures, including the index regarding those who are economically active and the changes in the different percentile of employees, so that you can arrive at a more comprehensive picture of the situation of Hong Kong.
