Land and Development Advisory Committee holds meeting

     At its meeting today (April 7), the Land and Development Advisory Committee (LDAC) was briefed by the Development Bureau (DEVB) on an application under the pilot scheme in facilitating provision of a pedestrian link by the private sector.  

     The LDAC considered the proposal based on a refined evaluation mechanism for assessing proposals by the private sector for waiving the land premium payable for lease modification arising from the construction of pedestrian links in areas outside Kowloon East.  The refinements made have taken into account Members' comments from a previous discussion. A proposed pedestrian link would need to demonstrate that it would bring about public benefits in multiple aspects. Four tests would be applied to assess each proposal to ascertain if the proposal could provide an alternative to address the existing undesirable at-grade walking conditions, strengthen the area-wide walking network and that the link could attain neighborhood support (details on the evaluation mechanism is at Annex A). The result of this assessment would help the Government consider whether each application could benefit from the premium waiver scheme.  

     LDAC supported DEVB's recommendation to waive the premium payable for lease modifications arising from the proposed construction of a pedestrian footbridge in Admiralty (location plan is at Annex B). Members agreed with DEVB’s assessment that the proposed pedestrian link in Admiralty was able to provide a solution to the lack of an at-grade connection; likely to be used by a substantial amount of daily commuters including transit passengers from the nearby Admiralty MTR Station; and enhance the established elevated pedestrian network in the area. Members noted that apart from the premium waiver scheme, the applicant would still need to work on other issues related to the implementation of the pedestrian link such as its design, visual assessment and technical feasibility during the lease modification stage. With LDAC’s support, the recommended premium waiver would be duly submitted to the Executive Council for consideration.
