Appointments to Community Investment and Inclusion Fund Committee

     The Government announced today (March 31) the re-appointment of the Chairman and nine incumbent members as well as the appointment of the Vice-Chairman and six new members to the Community Investment and Inclusion Fund (CIIF) Committee.

     The re-appointment of the Chairman of the CIIF Committee, Dr Lam Ching-choi, is for a term of two years with effect from May 1, 2017. He is the Chief Executive Officer of the Haven of Hope Christian Service. He is a former member of the CIIF Committee and has served as the Chairman of the CIIF Committee since May 1, 2013. He is also the Chairman of the Elderly Commission.

     The nine incumbent members, namely Dr Raymond Chen Chung-i, Mr Jimmy Chiu Lap-kee, Mr Chow Yick-hay, Mr Jacky Ip Kam-shing, Dr Kee Chi-hing, Ms Irene Leung Pui-yiu, Mr Wilfred Ng Sau-kei, Ms Jo Ngai Yee-shan and Dr Ting Wai-fong, have been re-appointed. The re-appointments are for a term of two years with effect from April 1, 2017.

     Mr Kwan Chuk-fai has been appointed as the Vice-Chairman of the CIIF Committee for a term of two years with effect from April 1, 2017. He is the Assistant Director of Corporate Communications of Hang Lung Properties Limited. He is a former member of the CIIF Committee and served as the Chairman of its Promotion and Development Sub-committee from 2008 to 2011. 

     The six new members are Dr Raymond Chan Kwok-hong, Mr Chan Wan-pan, Ms Josephine Lee Yuk-chi, Mr Tam Ka-ming, Dr Wong Tak-cheung and Mr Yuen Sui-see. The appointments are for a term of two years with effect from April 1, 2017.

     Dr Raymond Chan Kwok-hong is an Associate Professor of the Department of Applied Social Sciences of City University of Hong Kong.

     Mr Chan Wan-pan is the Managing Director of Denz Capital Limited. He is a co-founder of Sunrise Sustainable Development Foundation.

     Ms Josephine Lee Yuk-chi is Deputy Chief Executive Officer of St James’ Settlement. She is a member of the Air Pollution Control Appeal Board Panel, the Dumping at Sea Appeal Board Panel and the Water Pollution Control Appeal Board Panel.

     Mr Tam Ka-ming is the Chairman of the 1st Step Association and a founding member of the Community CareAge Foundation.

     Dr Wong Tak-cheung is the Chief Executive of Our Lady of Maryknoll Hospital. 

     Mr Yuen Sui-see is an Adviser to the Hongkong Electric Company Limited.

     The Secretary for Labour and Welfare, Mr Stephen Sui, said he looked forward to receiving the advice of the newly appointed and re-appointed members on the development of social capital in Hong Kong. He also thanked the out-going Vice-Chairman, Professor Joe Leung Cho-bun, and the six out-going members, Dr Helen Chan Wing-mui, Mr Vincent Cheng Wing-shun, Mr Andrew Kam Min-ho, Ms Adela Lai Shuet-fun, Ms Lilian Law Suk-kwan and Dr Ricky Szeto Wing-fu, for their contribution to the CIIF Committee.

     The CIIF was established in 2002 to promote social capital development through encouraging mutual support in the neighbourhood, community participation and cross-sectoral partnerships. The CIIF Committee is tasked to handle applications for funding under the CIIF, as well as to advise the Government on the administration of the CIIF and the development of social capital in Hong Kong.
