Traders convicted for illegal import of waste printed circuit boards (with photo)

     Two traders who illegally imported waste printed circuit boards (PCBs) from Indonesia were convicted and fined $15,000 in total at Fanling Magistrates' Courts today (March 28) for contravening the Waste Disposal Ordinance.

     A spokesman for the Environmental Protection Department (EPD) said that, according to risk assessment, the EPD and the Customs and Excise Department intercepted two containers of illegally imported hazardous electronic waste (e-waste) from Indonesia in September 2016. Waste PCBs were found inside the containers, which were intended for transshipment from Hong Kong to the Mainland. The two containers were immediately returned to the state of origin with notifications to the relevant overseas enforcement authority. The total market value of the intercepted hazardous e-waste was about $370,000.

     The spokesman added that waste PCBs are classified as hazardous e-waste, which contains heavy metals (such as mercury, lead and nickel) and other toxic chemicals. Improper handling of such waste can cause harm to the environment and public health. The EPD strictly controls the import and export of hazardous waste according to the Waste Disposal Ordinance and is committed to combating the illegal import of hazardous waste into Hong Kong. All illegally imported containers that are intercepted will be returned to the state of origin following international practice.

     The spokesman reminded importers of the waste recycling trade not to illegally import (or transship) any hazardous e-waste into Hong Kong. In accordance with the Waste Disposal Ordinance, it is an offence for anyone to import (including transship) or export hazardous e-waste without valid permits. First-time offenders are liable to a maximum fine of HK$200,000 and six months' imprisonment. Repeated offenders are liable to a maximum fine of $500,000 and two years' imprisonment.
