Following is the transcript of remarks by the Chief Executive, Mr C Y Leung, at a media session before the Executive Council meeting this morning (March 28):

Reporter: ….to the Hong Kong public that you are not involved in any decisions concerning the timing of the arrest, also whether to arrest them after Mrs Lam. And also you didn’t know of these arrests beforehand?

Chief Executive: It is clearly stated and stipulated in the Basic Law, Article 63, which the Hong Kong SAR Government follows. The question of prosecution rests entirely on, the power of prosecution rests entirely with the Department of Justice.
