Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (January 20) announced the appointment of Ms Angela Kot Sin-yee, Mr Reuden Lai Tat-cheung, Mr George Own, Miss Chan Yuk-fan, Mr Wong Lai-wing and Mr Liu Man-kin as District Judges. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will all take effect from January 23, 2017. 

     Further judicial appointments will be announced in due course.
      
     The biographical notes of the appointees are as follows:

Ms Angela Kot Sin-yee

     Ms Kot was born in Hong Kong in 1960. She obtained LL.B. from the University of London (External) in 1989 and LL.M. from the University of Hong Kong in 2010. She was called to Bar in England and Wales (Gray’s Inn) and in Hong Kong both in 1991. She was in private practice from 1992 until she was appointed as Permanent Magistrate in 1997.

Mr Reuden Lai Tat-cheung

     Mr Lai was born in Hong Kong in 1958. He obtained Bachelor of Arts Degree from the University of Hong Kong in 1981. He further acquired LL.B. and LL.M. both from the University of London in 1985 and 1987 respectively, and Diploma in Chinese Law from the University of East Asia in 1991. He was admitted as Solicitor in England and Wales and in Hong Kong both in 1988. In 1991, he was admitted as Barrister and Solicitor in Australian Capital Territory and as Barrister in Federal Court of Australia. He was admitted as Advocate and Solicitor in Republic of Singapore in 1994 and as Legal Practitioner in New South Wales, Australia in 1996. He was in private practice from 1988 until he was appointed as Permanent Magistrate in 2006.

Mr George Own

     Mr Own was born in Hong Kong in 1960. He obtained LL.B. from the University of London (External) in 1988. He passed the English Bar Finals Examination (External) of the Council of Legal Education of the United Kingdom in 1989 and Qualified Lawyers Transfer Test (External) (for Barrister to become Solicitor) of the College of Law, England, in 1992. He was called to the Bar in England and Wales (Gray’s Inn) in 1990. He was admitted as Solicitor in England and Wales and in Hong Kong in 1992 and 1993 respectively. He was in private practice from 1993 until he was appointed as Permanent Magistrate in 2006.

Miss Chan Yuk-fan

     Miss Chan was born in Hong Kong in 1966. She obtained LL.B. from the University of London (External) in 1994, P.C.LL. from the University of Hong Kong in 1995 and LL.M. in Chinese and Comparative Law from the City University of Hong Kong in 2004. She was admitted as Solicitor in Hong Kong in 1997. She became a Mediator accredited by the Centre for Effective Dispute Resolution in 2012. She was in private practice from 1997 until she was appointed as Permanent Magistrate in 2006.

Mr Wong Lai-wing

     Mr Wong was born in Hong Kong in 1962. He obtained a Bachelor of Social Science Degree from the Chinese University of Hong Kong in 1985. He further acquired LL.B. from the University of London (External) in 1988, and P.C.LL. and Master of Laws in Human Rights from the University of Hong Kong in 1989 and 2001 respectively. He was admitted as Solicitor in Hong Kong in 1991 and in England and Wales in 1993. He was called to the Bar in Hong Kong in 2002. He was in private practice from 1991 until he was appointed as Permanent Magistrate in 2009.

Mr Liu Man-kin

     Mr Liu was born in Hong Kong in 1970. He obtained a Bachelor of Arts Degree in Language and Communication from the then Hong Kong Polytechnic in 1992. He passed the Hong Kong Common Professional Examination in Laws from the University of Hong Kong in 1994. He acquired P.C.LL. and Master of Laws from the University of Hong Kong in 1995 and 2000 respectively. He was called to the Bar in Hong Kong in 1995. He has been in private practice since 1997.
