Appointments to Standing Commission on Civil Service Salaries and Conditions of Service and Standing Committee on Disciplined Services Salaries and Conditions of Service

     The Government announced today (December 21) that the Chief Executive has made appointments/re-appointments to the Standing Commission on Civil Service Salaries and Conditions of Service (SCCS) as well as the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS).

     The Chief Executive has re-appointed Mr Dick Lee Ming-kwai and Mr Joseph Lo Kin-ching as members of the SCCS from January 1, 2017, to December 31, 2018.

     As for the SCDS, the Chief Executive has re-appointed Ms Teresa Ko Yuk-yin as Chairman, together with Ms Margaret Cheng Wai-ching, Mr Victor Lam Hoi-cheung, Professor Raymond So Wai-man and Mr Thomas Jefferson Wu as members. Mr Lam and Professor So are also appointed as Chairman of the Independent Commission Against Corruption Sub-Committee and Chairman of the Police Sub-Committee underpinning the SCDS respectively. Furthermore, the Chief Executive has appointed Ms Ivy Cheung Wing-han, Ms Quince Chong Wai-yan, Ms Melissa Kaye Pang and Mr Philip Tsai Wing-chung as new members. These appointments/re-appointments will take effect from January 1, 2017, to December 31, 2018.

     The Government expresses gratitude and appreciation to three outgoing members of the SCDS, namely Mr Kent Ho Ching-tak, Mr Francis Ho Suen-wai and Miss Melissa Wu, for the valuable input that they have contributed over the years.

     The SCCS tenders advice to the Government on matters concerning pay and conditions of service of non-directorate civilian civil servants. It is currently chaired by Dr Wilfred Wong Ying-wai. Other serving members are Mr Ignatius Chan Tze-ching, Mr Lee Luen-fai, Ms Angela Lee Wai-yin, Ms Elaine Lo Yuen-man, Professor Suen Wing-chuen, Mr Tony Tse Wai-chuen, Dr Carrie Willis Yau Sheung-mui and Mr Wilfred Wong Kam-pui. On the other hand, the SCDS advises the Government on issues relating to salaries and conditions of service of the disciplined services. Its other serving members are Ms Dilys Chau Suet-fung and Dr Chui Hong-sheung.
