     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, on the carbon reduction target and Scheme of Control Agreement after attending the Drainage Services Department's commissioning ceremony for "Energy Revives under the Sun - Hong Kong's Largest Solar Farm" today (December 9):

Reporter: Will the Environment Bureau urge other government departments to set their own carbon emission target?

Secretary for the Environment: Your question is about whether individual departments should set their carbon reduction target. I think a better strategy is to have an overall Hong Kong carbon reduction strategy and target. You should probably be aware that we are preparing a climate action plan for Hong Kong that will probably include the 2030 carbon reduction target for the whole of Hong Kong. The report will be launched soon and will contain more details. An overall strategy is important and should be contributed by different relevant sectors, including the Government, the private sector and individuals. Details will be announced later.

Reporter: (On the Scheme of Control Agreement.)

Secretary for the Environment: I think you are talking about the Scheme of Control Agreement. This will be dealt with in the coming two years and we are in the process of talking with the two power companies. It is too early to disclose the details. We are hearing feedback or comments from the public, and based on the result of the public consultation we have done earlier, to talk with the two power companies - that would include the idea of how to decarbonise the power supply.
