Re-delineation of administrative arrangements for Kowloon West Cluster and Kowloon Central Cluster

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) today (November 30) announced the re-delineation of the administrative arrangements between Kowloon West Cluster (KWC) and Kowloon Central Cluster (KCC) with effect from tomorrow (December 1). The implementation of the re-delineation of the cluster boundary will further enhance the integration of services as well as reducing cross-cluster consultations and strengthening the continuity of care for patients.

     The HA Director (Cluster Services), Dr Cheung Wai-lun, said that with the exercise, Wong Tai Sin District and the Mong Kok area will be re-delineated from KWC to KCC. As such, Kwong Wah Hospital, Tung Wah Group of Hospitals Wong Tai Sin Hospital and Our Lady of Maryknoll Hospital, together with the services in the community concerned, will be regrouped from KWC to KCC.

     Dr Cheung said, "On clinical services for patients, reorganisation where needed would proceed by phases after April 1, 2017 upon readiness of supporting functions and infrastructure to ensure that inconveniences caused to patients would be minimised.

     "The changes with effect from tomorrow relate to cluster identity, transfer of functions as well as transfer of accountability. Corresponding changes will be made to related hospitals and facilities including signage, logos, webpages and letterheads. For non-clinical support services namely human resources, finance, business support services, facilities management and information technology, cut-over from KWC to KCC will take place on April 1, 2017.
 
     "KCC and KWC have all along been communicating with the staff concerned to explain the plan for re-delineation in details, as well as to make proper arrangements for the transition period."

     The re-delineation of the cluster boundary between KCC and KWC is one of the items in the HA Action Plan in response to the recommendations of the Steering Committee on the Review of the HA. A Steering Group on the re-delineation and review of the cluster boundary was set up by the HA to lead the implementation. Sub-groups on various functions and supporting services were also formed to identify issues concerning the re-delineation exercise and suggest resolutions as well as to work out the details of the implementation plan.
 
     Members of the public will be kept informed in due course of the latest progress and developments on the implementation of the re-delineation of the cluster boundary between KWC and KCC.
