     The Government announced today (November 14) that Mr Raymond Lee Kai-wing, Deputy Director of Planning, will take up the post of Director of Planning on November 22, 2016, when Mr Ling Kar-kan will proceed on pre-retirement leave.
 
     The Secretary for the Civil Service, Mr Clement Cheung, said, "Mr Lee has proven leadership skills, profound professional knowledge in strategic and district planning and extensive operational experience. I am confident that he will be able to lead the Planning Department to meet the challenges ahead."
 
     On the retirement of Mr Ling, Mr Cheung said, "Under the leadership of Mr Ling as Director of Planning, the Department has made significant contributions to increasing land supply and promoting the sustainable development of Hong Kong. Mr Ling has also played a key role in the Town Planning Board. I sincerely wish him a happy retirement."
 
    Brief biographical notes on the two officers are set out below:
 
Mr Ling Kar-kan

     Aged 59, Mr Ling joined the Government as Assistant Town Planner in September 1983 and was promoted to Chief Town Planner in May 1996, to Government Town Planner in June 2008 and to Principal Government Town Planner in February 2011 before being appointed as Director of Planning in December 2012.
 
Mr Raymond Lee Kai-wing

     Aged 55, Mr Lee joined the Government as Assistant Town Planner in May 1985 and was promoted to Chief Town Planner in March 2001, to Government Town Planner in May 2010 and to Principal Government Town Planner in June 2013. He is currently the Deputy Director of Planning/District.
