Transcript of opening remarks by LegCo President on adjournment of Council meeting due to lack of quorum and ruling by High Court

The following is issued on behalf of the Legislative Council Secretariat:

     Following is the transcript of the opening remarks by the President of the Legislative Council (LegCo), Mr Andrew Leung, on the adjournment of the Council meeting due to a lack of quorum and the ruling by the High Court at a media briefing at the LegCo Complex today (October 19):

     In accordance with the Rules of Procedure, I have decided the agenda of the Council meeting today to conduct the oath taking of the Members whose oath taken last week were considered invalid.

     Unfortunately, the meeting this morning was adjourned due to a lack of quorum.  Therefore some of these Members were not able to re-take their oath.

     Although I did not approve the behaviour of the two Members during the oath taking and I have also ruled their oath last week invalid, they are duly elected.  And as the LegCo President, I have constitutional duty to safeguard their rights to fulfil their duties as LegCo Members.

     Regarding the judicial review, I would not comment at this stage as it is now handled by the Court.
