HAB and HAD deeply regret insufficient time for deliberation on the funding proposal of SPS projects in Kwun Tong, Wan Chai and Tai Po districts by LegCo's FC

     The Home Affairs Bureau (HAB) and Home Affairs Department (HAD) expressed deep regret over the insufficient time for deliberation on the three Signature Project Scheme (SPS) proposals, i.e. the construction of music fountains at Kwun Tong Promenade in Kwun Tong district, the construction of Moreton Terrace Activities Centre in Wan Chai district, and the improvements on the tourist facilities at Lam Tsuen Wishing Square in Tai Po District, by the Legislative Council’s Finance Committee (FC) at its meeting today (July 12).
 
     The SPS is a measure benefiting the public.  Apart from advocating and deciding the SPS projects, the District Councils (DCs) are also responsible for spearheading their implementation.  Prior to seeking funding approval from the FC, preparatory works have to be completed on each SPS project, including the DC concerned confirming after discussion that the selected project could meet local needs and conducting public consultation.  The Music Fountains proposal was originally included in the agenda for the meeting of Public Works Subcommittee (PWSC) on June 30, 2015 but was not discussed.  Subsequently, the funding proposal for the three projects was endorsed by the PWSC in June 2016 after having been included in the meeting agendas for more than 10 times since February 29, 2016.  However, the FC could not complete the deliberation on the funding application.
 
     Dr Bunny Chan, Chairman of Kwun Tong DC said that the music fountains could have created new impetus to the Kwun Tong Promenade.  As FC could not complete the deliberation on the proposal, residents’ quest for diversified leisure facilities could not be responded to, and they would be deprived of a popular scenic place.         
 
     Mr Stephen Ng, Chairman of Wan Chai DC pointed out that there being only one community hall in Wan Chai district could not meet the keen demand.  As the deliberation on the Moreton Terrance Activities Centre proposal could not be completed, an additional suitable performance and activity venue could not be provided for district organisations to hold activities for residents.  He expressed pity and disappointment over the insufficient time for deliberation on the proposal. 
 
     Ms Wong Pik-kiu, Vice Chairman of Tai Po DC said that the Lam Tsuen Wishing Square proposal aimed at enhancing the facilities at the Lam Tsuen Wishing Square with a view to promoting the unique well-wishing culture of Lam Tsuen and the traditions of the New Territories.  As the deliberation of this proposal could not be completed, it would limit further development of this featured tourist attraction.
 
     HAD would convey the meeting outcome to the DCs concerned for their consideration of the way forward having regard to the outcome of the funding application.
