2013 Honours List

     The 2013 Honours List will be published in the Government Gazette today (July 1).  This is the 16th full Honours List since the reunification.

     The Chief Executive has awarded a total of 337 persons in this year's Honours List, including:

     The Honours recipients are from all walks of life.  They are given an honour or award for recognising their significant contributions to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

Grand Bauhinia Medal (GBM)
==========================

Mr Justice Patrick Chan Siu-oi
------------------------------

     Mr Justice Chan is awarded the GBM in recognition of his loyal and distinguished service in the Judiciary, particularly his significant contributions as a Permanent Judge of the Court of Final Appeal.  Mr Justice Chan is a dedicated and loyal supporter of the law in Hong Kong.  He has made an extremely significant contribution to the prestige of the Court of Final Appeal and its establishment as one of the important courts in the common law world,  as well as to the promotion of the use of Chinese in the courts; judgment writing skills for judges and the system of law reporting in Chinese of important judgments.  Mr Justice Chan is currently a Permanent Judge of the Court of Final Appeal and has served in the Judiciary for over 25 years.

Sir Anthony Mason
-----------------

     Sir Anthony Mason is awarded the GBM in recognition of his dedicated and distinguished service in the Judiciary as a Non-Permanent Judge from Another Common Law Jurisdiction of the Hong Kong Court of Final Appeal.  Since his first appointment, upon founding of the Court of Final Appeal in 1997, Sir Anthony Mason has remained one of the pillars of the Court.  Through his guidance and wisdom, the Court of Final Appeal was able, in many high-profile cases, to establish itself in the new constitutional order of the Hong Kong Special Administrative Region.  He has made immense contributions in enabling the Court to gain the confidence and trust of the community and to firmly entrench its reputation in the common law world.  Sir Anthony Mason has served as Non-Permanent Judge of the Court of Final Appeal in the Judiciary for over 15 years.

The Most Venerable Kok Kwong
----------------------------

     The Most Venerable Kok Kwong is awarded the GBM in recognition of his long and dedicated community service, particularly his tremendous contributions in leading the Hong Kong Buddhist Association to promote Buddhism and provide charitable social services.  As the President of the largest Buddhist organisation in Hong Kong, the Most Venerable Kok Kwong has made exemplary efforts in leading the Association in providing a wide range of charitable social services including medical, education, child care and elderly services, etc.  The Association maintains close relationship with other Buddhist organisations and international organisations to keep close communication and frequent exchanges with them.  These have enhanced Hong Kong's status among the worldwide Buddhist communities.

Miss Maria Tam Wai-chu

     Miss Tam is awarded the GBM in recognition of her long and dedicated public and community service, particularly her tremendous contributions towards the drafting, implementation and promotion of the Basic Law.  Miss Tam rendered full support to the work of the Basic Law Promotion Steering Committee during her tenure as member from 2006 to 2012.  She served as the Convenor of the Working Group on Overseas Community of the Basic Law Promotion Steering Committee and gave a series of talks on the Basic Law in Hong Kong and overseas.  Miss Tam has made exemplary efforts and commendable contributions in promoting in Hong Kong, the Mainland and overseas Hong Kong's various strengths and attractions under the "One Country, Two Systems" principle and the Basic Law.  

Gold Bauhinia Star (GBS)
========================

Mr Abraham Shek Lai-him
-----------------------

     Mr Shek is awarded the GBS for his distinguished public and community service, particularly his dedication and significant contributions to the real estate and construction industry.  With his rich public service experience, Mr Shek has provided valuable advice to the Government in various aspects, especially the development of the real estate and construction industry in Hong Kong.  He has also served as an effective link between the industry and the Government.

Mr George Ng Sze-fuk
--------------------

     Mr Ng is awarded the GBS for his long and distinguished public and community service, particularly his dedicated service to the Sai Kung ¡V Tseung Kwan O community and his sterling efforts in promoting the welfare of the rural community.  Serving as the Chairman of Sai Kung District Council for the fifth consecutive term since 1994, Mr Ng has made significant contributions to the district administration and sustainable development of Sai Kung District as well as the Hong Kong community.

Mr Joseph Lee Chung-tak

     Mr Lee is awarded the GBS for his great enthusiasm and dedication to the public and community service in the past decades, particularly his signification contributions and devotion to charitable activities, social enterprises, educational service and youth development.  As the Chairman of the Committee on the Promotion of Civic Education since 2009, Mr Lee has demonstrated excellent leadership in promoting civic education, core values and moral education and in organising related activities.

Professor Lee Chack-fan

     Professor Lee is awarded the GBS for his long and distinguished public and community service, particularly his significant contributions to the tertiary education sector in his capacity as Director, Hong Kong University School of Professional and Continuing Education.  With his dedication in education, Professor Lee has made exemplary efforts in enhancing the moral character through a structured curriculum for students.  He is also actively involved in cultural, charitable and social welfare services and activities.

Professor Nelson Chow Wing-sun

     Professor Chow is awarded the GBS for his long and distinguished public and community service, particularly his dedication and significant contributions to the social work sector and the development of retirement security system.  As the Chair Professor of the Department of Social Work and Social Administration, University of Hong Kong, Professor Chow has long been a respected academic guru for social work in Hong Kong.

Ms Marjorie Yang Mun-tak

     Ms Yang is awarded the GBS for her distinguished public and community service, particularly her significant contributions to the higher education sector in her capacity as the Chairman of the Council of the Hong Kong Polytechnic University.  Under her sterling leadership, the University has firmly established itself as a leading university of professional and application-oriented education.  During her tenure as Member of the Executive Council from 2009 to 2012, Ms Yang provided valuable advice to the Administration for policy formulation.

Mr Lee Cho-jat

     Mr Lee is awarded the GBS in recognition of his life-long and distinguished public and community service, particularly his significant contributions to the growth and development of the publishing and newspaper sectors.  As an experienced and excellent leader of the publishing industry in Hong Kong, Mr Lee has made exemplary efforts in the promotion of Chinese culture and has successfully explored and developed the international market for Chinese publications.

Sir Gerard Brennan

     Sir Gerard Brennan is awarded the GBS in recognition of his dedicated and distinguished service in the Judiciary as a Non-Permanent Judge from Another Common Law Jurisdiction of the Hong Kong Court of Final Appeal.  His great experience has guided the Court in many difficult cases.  Sir Gerard Brennan served as a Non-Permanent Judge of the Court of Final Appeal for 12 years before leaving the Judiciary in 2012.
  
Ms Chan Shuk-leung

     Ms Chan is awarded the GBS for her distinguished and life-long achievements in and dedication towards performing, producing, reforming and promoting the indigenous art of Cantonese opera in Hong Kong.  She has successfully led Cantonese opera in a brand new direction by amalgamating the traditional with the new in various aspects of the art form such as stage craft and design, costumes, music, scripts and stage direction.  She has also made immense efforts in nurturing young artists and significant contributions to the development and legacy of Cantonese opera in Hong Kong.

     Dr Leung is awarded the SBS for her distinguished public and community service, particularly her significant contributions to Kowloon City District Council and her support to the Government in fostering district administration.
     
Madam Justice Clare-Marie Beeson
--------------------------------

     Madam Justice Beeson is awarded the SBS for her distinguished and dedicated service in the Judiciary, particularly her meritorious performance and efficiency in presiding over many serious criminal cases.  Madam Justice Beeson is currently Judge of the Court of First Instance of the High Court and has served in the Judiciary for over 29 years.  

Mr Raj Sital Motwani

     Mr Motwani is awarded the SBS for his long and distinguished public and community service, particularly in his capacity as Chairman of the Indian Chamber of Commerce.  Mr Motwani has made exemplary efforts and significant contributions to the promotion and development of closer economic and business ties between India and Hong Kong.

Mr Ma Lee-tak

     Mr Ma is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has demonstrated exemplary leadership and contribution in steering the Water Supplies Department to achieve wide recognition for its professionalism and high standard of service.  Mr Ma is currently the Director of Water Supplies and has served in the Government for over 33 years.   

Mr Chan Heung-ping

     Mr Chan is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  Under his leadership, the Legal Aid Department has implemented major initiatives that improved the scope and quality of service and enhanced public understanding and awareness of legal aid services.  Mr Chan is currently the Director of Legal Aid and has served in the Government for 26 years.

Mr So Sai-chi

     Mr So is awarded the SBS for his long and distinguished public and community service, particularly his significant contributions to North District Council and his support to the Government in fostering district administration.

Professor Daniel Shek Tan-lei
-----------------------------

     Professor Shek is awarded the SBS for his distinguished public and community service, particularly in his capacity as the Chairman of the Action Committee Against Narcotics.  He has made significant contributions through championing the anti-drug movement, especially in combating against youth drug abuse.

Dr Ernest Lee Shu-wing

     Dr Lee is awarded the SBS for his distinguished and dedicated volunteer service in the Civil Aid Service over the past 38 years, particularly his tremendous contribution in his capacity as the Commissioner of the Civil Aid Service.

Dr Tik Chi-yuen

     Dr Tik is awarded the SBS for his distinguished public and community service, particularly his dedication in providing various social services to the community, promoting the well-being of the underprivileged and the needy, as well as the work of family education.   
   
Mr Stephen Yau How-boa

     Mr Yau is awarded the SBS for his long and distinguished public and community service, particularly his significant contributions to the work of the Liquor Licensing Board in his capacity as the Chairman and social welfare development in Hong Kong.  

Mr Clement Chen Cheng-jen

     Mr Chen is awarded the SBS for his distinguished public and community service, particularly his significant contributions to industry development, labour interest and vocational training in Hong Kong, as well as his exemplary leadership as the Chairman of the Hong Kong Productivity Council and the Protection of Wages on Insolvency Fund Board.

     Mr Wong is awarded the SBS for his dedicated and distinguished community service over the past decades, particularly his significant contributions to sports promotion in Yuen Long District and the redevelopment of Yuen Long District Sports Association Complex.

     Ms Wong is awarded the SBS for her dedicated and distinguished public and community service, particularly her significant contributions to the promotion of civic education in Kowloon City District and her support to the Government in fostering district administration.

Mr Chu Yam-yuen

     Mr Chu is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has made significant contribution in enhancing the administration of tax laws and achieving service excellence.  Mr Chu retired as the Commissioner of Inland Revenue after serving 38 years with the Government.

Mr Ambrose Ho

     Mr Ho is awarded the SBS for his long and distinguished public and community service, particularly his remarkable contributions as the Chairman of the former Broadcasting Authority and the Communications Authority, and as Member and Vice Chairman of the Consumer Council.  

Mr Jimmy Leung Cheuk-fai

     Mr Leung is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has made exemplary effort in promoting quality service in the town planning profession and in guiding the optimal land use and development in Hong Kong.  Mr Leung retired as the Director of Planning after serving 34 years with the Government.

Dr Michael Mak Hoi-hung

     Dr Mak is awarded the SBS for his distinguished public and community service, particularly his long-term commitment in the education field and his valuable advice on enhancing the governance and administration systems of the Direct Subsidy Scheme schools.

     Mr Wong is awarded the SBS for his dedicated and distinguished public and community service, particularly his meritorious contributions to the work of the Town Planning Board and the Housing Authority.

Mr Tang Kam-moon

     Mr Tang is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his valuable contribution to the Hong Kong Police Force in his capacity as Senior Assistant Commissioner and Deputy Commissioner of Police (Operations).  Mr Tang is currently the Deputy Commissioner of Police and has served in the Government for 33 years.

     Mr Wong is awarded the SBS for his continuous outstanding achievements in international cycling competitions as well as his significant contributions and dedication to the promotion of cycling and the development of sports in Hong Kong.  As a leading and unmatched athlete in Hong Kong, Mr Wong's discipline and determination has set a good role model for Hong Kong athletes.

     Dr Chung is awarded the SBS for his life-long devotion and significant contributions to the promotion of the art of theatre in Hong Kong.  With his rich experience and professional knowledge, Dr Chung has provided valuable advice to the Government on theatre programming matters.
