     Following is the transcript of remarks by the Chief Executive-elect, Mr C Y Leung, at the lobby of West Wing, Central Government Offices today (March 27), after meeting with civil service unions:

Reporter: (about the meeting with civil service unions)

Chief Executive-elect: Earlier this afternoon I had a meeting with eight major civil service unions and that was followed by a meeting with the Administrative Service Association colleagues. Both meetings went very well. They were not very long meetings. Obviously, they were not the first time I met with civil service unions. The fact I wanted to meet them on the second day of my work as Chief Executive-elect really underlines the importance I attach to the work of the civil service at large, and also the importance of civil service unions as a channel of communication between myself, other parts of Government and the entire civil service body. Both meetings went very well and I listened to the aspirations and also the concerns of my civil service colleagues. And I said to them I would like to continue this dialogue with them both before and after I take up my position as Chief Executive in Hong Kong.

Reporter: (about political neutrality)

Chief Executive-elect: There is a clear consensus between me and my civil service colleagues as expressed by the union representatives. And that is it is important that the civil service in Hong Kong upholds political neutrality. On that point, I would definitely say we have a very clear consensus and we have consensus on many other points as well.
