  • a better environment for 380,000 residents affected by the Kai Tak flight path

  • a large area of new land, for various uses, at West Kowloon

  • improved traffic links through West Kowloon and Kwai Tsing

  • a mass transit railway linking Central and North Lantau

  • a road tunnel between Sai Ying Pun and West Kowloon

  • the first road link between Lantau Island and the rest of Hong Kong

  • development of a ninth new town
