Government announces appointments to Communications Authority

     The Government today (March 31) announced that the Chief Executive has appointed Mr Albert Wong Kwai-huen (Huen Wong) as Chairperson of the Communications Authority (CA) for a term of two years from April 1, 2017, to March 31, 2019. Mr Wong will succeed Mr Ambrose Ho who will retire from the CA after having served both the CA and the former Broadcasting Authority (BA).

     The Chief Executive has also appointed five new members to the CA, namely Mr Stephen Hung Wan-shun, Mrs Yvonne Law Shing Mo-han, Mr Thomas Lo Sui-sing, Mr Benjamin Tang Kwok-bun and Professor Xu Yan, for a term of two years from April 1, 2017, to March 31, 2019. Four incumbent members, namely Mr Alan Lui Siu-lun, Mr Hubert Ng Ching-wah, Dr Anthony William Seeto Yiu-wai and Mr Adrian Wong Koon-man, have been re-appointed for a term of one year from April 1, 2017, to March 31, 2018.

     The Chief Executive has re-appointed the Permanent Secretary for Commerce and Economic Development (Communications and Creative Industries) as the Vice-chairperson. The Director-General of Communications is an ex-officio member.

     Speaking on the appointments today, the Secretary for Commerce and Economic Development, Mr Gregory So, said, "Mr Huen Wong has rich experience in public service and a strong legal background. I believe that under his leadership, the CA will rise up to the regulatory challenges ahead in the broadcasting and telecommunications sectors.

     "Coming from different sectors, members for the new term have vast experience in their profession and community services. I believe that with the concerted efforts of the members, the CA will perform its regulatory functions and roles effectively."

     The incumbent members, Dr Au Man-ho, Mr Felix Fong Wo, Mrs Lucia Li Li Ka-lai, Dr Carlye Tsui Wai-ling and Mr Raymond Roy Wong will retire from the CA upon expiry of the existing term.

     Mr So said, "Mr Ambrose Ho was appointed as the Chairperson of the former BA in December 2008. He assisted the BA in the smooth transition to the CA in April 2012, and has served as the Chairperson of the CA since then. Mr Ho has made enormous contributions by laying a solid foundation for the CA as the unified regulatory body overseeing the broadcasting and telecommunications sectors. I wish to extend my heartfelt gratitude to Mr Ho for his leadership over the past eight years or so.

     "I am also grateful for the contributions of the outgoing members in the past few years."

     Brief profiles of the newly-appointed Chairperson and non-official members are as follows:

Mr Huen Wong (Chairperson)

     Mr Huen Wong is a solicitor by profession, and is the former President of the Law Society of Hong Kong. He is currently the Chairman of the Copyright Tribunal, the deputy chairman of the Board of Review (Inland Revenue Ordinance), a director of the Hong Kong Mortgage Corporation Limited, and a member of the Competition Commission, the Hospital Authority and the Court of the City University of Hong Kong. He was previously a member of the Airport Authority and the Judicial Officers Recommendation Commission.

Mr Stephen Hung

     Mr Stephen Hung is a solicitor by profession, and is the former President of the Law Society of Hong Kong. He is currently a member of the Hong Kong Examinations and Assessment Authority, the Judicial Officers Recommendation Commission and the Lump Sum Grant Steering Committee. He had served previously as a member of the Legal Aid Services Council.

Mrs Yvonne Law

     Mrs Yvonne Law is an accountant by profession. She is currently vice-chairperson of the CreateSmart Initiative Vetting Committee, Treasurer of the Council of the Hong Kong Academy for Performing Arts, and a member of the Advisory Committee on Built Heritage Conservation, the Antiquities Advisory Board and the Corruption Prevention Advisory Committee of the Independent Commission Against Corruption (ICAC).

Mr Thomas Lo
---------------
     Mr Thomas Lo is an experienced practitioner in the media industry. He is currently a member of the Basic Law Promotion Steering Committee and the Citizens Advisory Committee on Community Relations of the ICAC.

Mr Benjamin Tang
--------------------
     Mr Benjamin Tang is a retired civil servant, holding posts such as the Director of Audit, the Government Printer and the Commissioner of Insurance before retirement in 2012. He is currently a member of the Operations Review Committee of the ICAC and was a member of the Commission of Inquiry into the Collision of Vessels near Lamma Island.

Professor Xu Yan
------------------
     Professor Xu Yan is a telecommunications expert. He is the Associate Dean of the Business School of the Hong Kong University of Science and Technology, and is a member of the Telecommunications Regulatory Affairs Advisory Committee under the Office of the Communications Authority.
