*********************************
The Director-General of Civil Aviation (DGCA), Mr Simon Li, led a delegation from the Civil Aviation Department (CAD) to attend the 53rd Asia and Pacific Region Directors General of Civil Aviation Conference in Colombo, Sri Lanka, from August 1 to 5.

The theme of the Conference was "Fostering safe, secure and efficient aviation system in an eco-friendly environment with no country left behind". The Conference was attended by over 220 delegates from over 30 adminstrations/states and industry organisations.

About 120 papers were submitted by aviation authorities and industry organisations to the conference covering a wide range of subjects including aviation safety, security, environment and technical co-operation. Among them, the CAD presented a paper on the transition in Hong Kong to a new air traffic control (ATC) system. The paper highlighted the implementation of the new ATC system project in Hong Kong which was designed in compliance with the Global Air Navigation Plan (GANP) as prescribed by the International Civil Aviation Organization (ICAO). The GANP provides guidance on continuous safety improvement and air navigation modernisation to meet future traffic growth.

The CAD also presented a paper to inform the Conference of the arrangement during the transition to the new ATC System in Hong Kong in October/November this year for flights transiting as well as landing and taking off at Hong Kong International Airport. The papers received recognition and agreement from delegates.

During his stay in Sri Lanka, Mr Li also held bilateral meetings with a number of aviation authorities including the Indonesian Ministry of Transportation Directorate General of Civil Aviation, the Civil Aviation Authority of Thailand, the United Kingdom Civil Aviation Authority and the United States Federal Aviation Administration on matters of mutual interest including further collaboration and promotion of aviation safety. The CAD will continue to maintain close co-operation with our aviation partners and continue to support the ICAO's global aviation development initiatives.
