     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, after attending a public event today (June 16):

Reporter: There are household wastes being dumped in the street. So, will there be more liaison between departments, and what more can the Government do in the short term to educate the public?

Secretary for the Environment: The said situation actually has been happening for a certain time before the modification of the (rubbish) bins. So it is not a totally new issue. As responded by the concerned departments, they are preparing to step up relevant measures so as to give a correct message to the public about this issue. I think the co-ordination or emphasis should be placed not only on short-term issues but also really to publicise the long-term vision about the benefits of the quantity-based Municipal Solid Waste Charging Scheme. There are other cities doing similar things in the past and it is a process that we should talk more, understand more and to change individuals' behaviour.
