Authorisation to allow reclamation north of airport

     The Chief Executive in Council, after considering the objections received, has authorised the proposed reclamation within an area of approximately 1 640 hectares of foreshore and sea-bed situated at the waters around the north of the Hong Kong International Airport (HKIA) for the expansion of the airport into a three-runway system (3RS).

     The works include formation of approximately 650 hectares of land by ground improvement and filling of the sea-bed; construction of seawall, approach lights and beacons; and diversion of one set of existing 11 kilovolt submarine cables of approximately 6 kilometres in length.

     The key purpose of the works is to provide the requisite land for the expansion of HKIA into a 3RS to meet Hong Kong's long-term air traffic demands.

     According to the Airport Authority Hong Kong, the works will commence at the earliest opportunity. The entire 3RS project is expected to take around eight years to complete. The extent of the area affected is described in a notice of authorisation gazetted today (April 29) (www.gld.gov.hk/egazette/pdf/20162017/egn201620172445.pdf).

     The notice of authorisation together with its related plan are posted near the site. The notice and the plan can also be seen at the following locations:

  (i) Lands Department Survey and Mapping Office (23/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong) (where copies can be purchased on order);
 (ii) Islands District Office (20/F, Harbour Building, 38 Pier Road, Central, Hong Kong);
(iii) Tuen Mun District Office (2/F, Tuen Mun Government Offices, 1 Tuen Hi Road, Tuen Mun, New Territories); and
 (iv) Lands Department's website (www.landsd.gov.hk) under Government Notices.

     Any person who considers that he has an interest, right or easement in or over such foreshore and sea-bed that will be injuriously affected by the above reclamation may deliver a written claim for compensation to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, by April 29, 2017.
