The following is issued on behalf of the Housing Authority:

The Housing Authority (HA) hosted the Estate Management Services Contractors Awards 2015 presentation ceremony today (March 9). A total of 38 awards were presented to the services contractors, estate managers and frontline staff in recognition of their outstanding performance in managing the HA's properties in the past year.

Officiating at the presentation ceremony, the Deputy Director of Housing (Estate Management), Mr Albert Lee said, "Along with the consecutive completion of new housing estates in recent years and the gradual increase in outsourcing of management, the partnering between the Housing Department and the services contractors has become increasingly crucial. The services contractors have been confronted with greater challenges in the face of the high demands of residents on estate management and maintenance services. We keep on joining hands with contractors to make continuous improvements in providing quality services to meet the rising needs of residents through the annual awards presentation."

The Estate Management Services Contractors Awards is organised annually to give due recognition to those service contractors with excellent performance. The awards of this year went to 12 property, cleaning, and security services contractors and carpark operators, eight estate managers and 10 front-line staff. The estates managed by the winners of Best Public Rental Housing Estate (Property Services) include Yau Lai Estate, Cheung Ching Estate, Siu Sai Wan Estate, Wing Cheong Estate, Fu Tung Estate and Shui Pin Wai Estate. (Please see attached table for details.)

The award winners were determined based on the combined scores given by the assessment panel, Housing Department supervisory teams, feedback from Estate Management Advisory Committees and the results of random surveys conducted among the residents.

Currently, more than half of the management of the HA's public rental housing estates is outsourced to property services agents, and many maintenance tasks in the HA estates are being carried out by contractors. Through leveraging private sector resources and its experience of managing private properties, the HA seeks to raise the level of its estate management services and to provide a safe and pleasant living environment for its tenants.

The HA reviews its outsourcing strategy regularly and monitors the performance of its contractors closely to ensure the delivery of quality services. Over the years, the HA has built close ties with service contractors. Good communications and exchanges are imperative to strengthening the partnership and improvement of estate management services.
