Draft Kennedy Town & Mount Davis Outline Zoning Plan amended

     The Town Planning Board today (February 26) announced amendments to the draft Kennedy Town & Mount Davis Outline Zoning Plan (OZP).

     The amendments mainly involve the rezoning of areas within the "Undetermined" zone and several sites within the western part of Kennedy Town. For waterfront park and open space use, a piece of land along the waterfront to the west of Cadogan Street is rezoned from "Undetermined" ("U") to "Open Space (1)" ("O(1)") and four piers are incorporated into the planning scheme area and are zoned to "O(1)"; an area between Sai Ning Street and Victoria Road is rezoned from "U" and an area shown as "Road" to "O"; an area along the waterfront to the north of Sai Ning Street is rezoned from "U" to "O"; and an area within the existing public open space adjoining the Sail at Victoria is rezoned from "Other Specified Uses" annotated "Uses Related to Underground Refuse Transfer Station" ("OU(Uses Related to Underground Refuse Transfer Station)") to "O".

     For commercial, leisure and tourism-related uses, an area currently occupied by godown and wharf facilities to the north of Sai Ning Street is rezoned from "Industrial" ("I") and "OU" annotated "Pier" ("OU(Pier)") to "OU" annotated "Commercial, Leisure and Tourism Related Uses".

     For residential use and the provision of community facilities, an area to the south of Victoria Road and to the west of Ka Wai Man Road is rezoned from "U", "OU" annotated "Petrol Filling Station" ("OU(PFS)"), "Government, Institution or Community" ("G/IC") and "Green Belt" ("GB") to "Residential (Group A)5" ("R(A)5"); an area at the junction of Victoria Road and Cadogan Street is rezoned from "U" and "O" to "R(A)6"; two areas between Sai Ning Street and Victoria Road are rezoned from "U" to "R(A)"; an area to the east of Sai Ning Street is rezoned from "U" to "G/IC" for school development; an area along the waterfront at the western end of Sai Ning Street is rezoned from "U" and "OU(Uses Related to Underground Refuse Transfer Station)" to "G/IC" for relocation of the salt water pumping station; and two areas at the western end of Victoria Road are rezoned from "R(C)3" to "OU" annotated "Public Mortuary" and from "GB" to "GB(2)" respectively for relocation of the Victoria Public Mortuary.

     For road use and junction improvements, five strips of land along Cadogan Street, Victoria Road, Sai Ning Street and Ka Wai Man Road are rezoned from "U", "O", "OU(PFS)" and "G/IC" to areas shown as "Road".

     Other amendments include the excision of two sea areas at the waterfront to the further north of Sai Ning Street from the planning scheme area; the incorporation of an existing pier at New Praya, Kennedy Town into the planning scheme area and zoning it as "OU(Pier)"; the rezoning of four pieces of land between Victoria Road and the northern foothill of Mount Davis from "U" to "GB"; the rezoning of an existing MTR ventilation building to the further southwest of Ka Wai Man Road from "U" to "OU" annotated "MTR Ventilation Building"; the rezoning of an area within the existing Underground Island West Refuse Transfer Station at the western end of Sai Ning Street from "U" to "OU(Uses Related to Underground Refuse Transfer Station)"; and the rezoning of an area to the south of Victoria Road for the existing Underground Island West Refuse Transfer Station from "U" to "GB(1)".

     Opportunity is also taken to amend the Notes and Explanatory Statement of the OZP to reflect the above amendments and to update the general information of various land use zonings and the planning area, where appropriate.

     The draft Kennedy Town & Mount Davis OZP No. S/H1/20 incorporating the amendments is now available for public inspection during office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Hong Kong District Planning Office and the Central and Western District Office.

     Any person can make written representation in respect of the amendments to the Secretary of the Board on or before April 26. Representations made to the Town Planning Board will be available for public inspection.
